- Description
- The Naval Air Warfare Center Aircraft Division plans to issue a Request for Proposal (RFP) on or about approximately 27 September 2001. This formal solicitation is the follow-up to the draft solicitation for the Moriah Wind System, as previously synopsized in the Commerce Business Daily, Submission Number 50K8B1 dated 1 May 2001. The solicitation will be posted on the Navair website: http://www.navair.navy.mil/business/ecommerce/index.cfm. The specifications are subject to Export Control regulations and will not be posted. These documents will only be released to firms who are certified with the DLSC for receipt of militarily critical technical data. See Note 8. The technical requirements (SOW and performance specifications) will be provided on compact disk under separate cover. The CDs will be mailed via US mail or, upon request, can be delivered via overnight delivery if the request is accompanied with a billing account number for charging the shipping fees to the recipient. The program objective is to integrate new wind sensors, processors and displays with new and existing local area networks to present the wind conditions. Contractor shall provide, integrate and assemble a wind measuring system utilizing COTS/NDI to the maximum extent and open architecture concepts. This solicitation is not set-aside and will be issued on an unrestricted basis. The Government anticipates the award of an Indefinite Delivery Indefinite Quantity contract for the procurement of 1-150 Moriah Wind systems in a variety of configurations to meet the needs of multiple ship classes. Each configuration will include a processor and varying numbers of sensors, high end and low end displays. The initial delivery order will procure the design, limited development and testing of the Production Representative Model (PRM) model with a projected delivery schedule of 24 months to completion of operational evaluation (OPEVAL). Delivery of production units will be required not later than 180 days following date of order. Individual delivery orders may require the delivery of 1 system or as many as 10 per order.
