- The Aerial Surface Targets Department, MCAS, Cherry Point, NC has a requirement for a Night Vision Range Safety Camera System (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number is M00146-01-Q-9033. (iii) This solicitation is issued as a Request for Quotation (RFQ). (iv) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 and Defense Acquisition Circular 98-24. (v) The NAICS Code is 333315 with a corresponding size standard of 500. (vi)A firm-fixed price type contract is anticipated. (vii) The following describes the items required to makeup this Night Vision Range Safety Turnkey Camera System, Clin 0001 Hitachi 1/2" format Three Chip Color Camera, Ultra High Resolution 700 HTVL, P/N HV-C20WV Qty 4 each; CLIN 0002 Micar Custom Environmental Housing for Camera, control receiver and C55X Zoom Lens sealed and Pressurized, P/N FEC-C5522X-2, Qty 4 each; Clin 0003 Universal Control Receiver for all camera, lens P/T functions, and communications from serial port RS232C, P/N FEC-C5510, Qty 4 each; CLIN 0004 Fujinon Long Zoom Lens 20mm-1100mm x 1 (F/3 ~ T1500), 40mm to 2200mm x 2 (F6 ~ T3000), P/N C55X20BENSE-11/ENV, Qty 4 each; Clin 0005 Quickset Heavy duty Positioner Pan / tilt Unit 115VDC with custom cable through connector for Data & Power, P/N QPT200-115V Variable Speed, Qty 4 each; Clin 0006 Custom Camera Lens Control Cable out from receiver, wired through QPT200 Mount to bottom connector, P/N CAE/CAE, Qty 4 each; Clin 0007 Custom Cable: Pam/Tilt control data input and power input, P/N CAE/PT, Qty 4 each; Clin 0008 Litton Polyscientific GENERATION-III (Three Stage) Light Intensifier, with rotating cam for Day/Night Operation, P/N SPV2400M216, Qty 4 each; Clin 0009 Software Control Graphic User Interface for PC control of system, P/N RVSS Windows GUI Panel, Qty 4 each; Clin 0010 One each Fiber Optic Link Transceiver for Video and Data, Clin 0010AA P/N 242D-T1B, Qty 4 each, Clin 0010AB P/N 242D-R1B, Qty 4 each; Clin 0011 Power supplies for above listed items, P/N 611P, Qty 8 each; Clin 0012 Hoffman NEMA 4X or equal Outdoor Box for mounting F/O Transceiver to be co-located with camera, P/N HH-1214, Qty 4 each. viii) The ship to address will be Supply Directorate Receiving Officer, Bldg 159,MCAS, Cherry Point, N.C. 28533-0018. FOB point will be destination. Final inspection and acceptance to be at destination within 15 working days after receipt of material (ix) The following clauses and provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items applies. Offerors are to include a completed copy of the provisions at FAR 52.212-3,and DFARS 252.212-7000 with their proposal. FAR 52.212-4, Contract Terms and Conditions applies FAR 52.212-5, Contract Terms and conditions Required to Implement Statutes or Executive Orders -- Commercial Items applies with the following FAR clauses in paragraph (b) and (c) which will apply to the resultant contract: FAR 52.203-6, Alt I; FAR 52.219-4; FAR 52.219-8; FAR 52.219-14; FAR 52.222-21; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52-222-37; 52.225-18; 52.232-33; and FAR 52.247-64. DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies with the following clauses in paragraph (b) which will apply to the resulting contract: DFARS 252.225-7001; DFARS 252.225-7012; DFARS 252.225-7036; DFARS 252.243-7002 and DFARS 252.247-7024. (x) This requirement has been assigned a Defense Priorities and Allocations System (DPAS) rating of DO-C9. =20 (xi) Contract Award -- The Government intends to award a contract resulting from this solicitation to the low, technically acceptable offer. In accordance with FAR 15.304, past performance will be evaluated. Offerors shall contact the contract specialist for past performance questionnaires. The Government may (1) reject any or all offers if such action is in the public interest, (2) accept other than the lowest offer, and (3) waive informalities and minor irregularities in offers received. The Government may award a contract on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the offeror's best terms from a cost or price and technical standpoint. Effective 01 March 1998, all contractors must be registered in the Central Contractor Registration (CCR) database as a condition of contract award. Contractors may register at http://www.acq.osd.mil or call the Dod Electronic Commerce Information Center at 800-334-3414. (xii) Offerors must acquaint themselves with the regulations concerning Commercial Item acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications are completed and returned as called for in this solicitation. Offerors not in possession of the above referenced clauses in full text may obtain them at http://farsite.hill.af.mil/. (xiii) Responses to this solicitation are due by COB 26 Sep 2001 and should be mailed to: Supply Directorate, Contracting Dept., Bldg. 159, Door T1, PSC BOX 8018, MCAS, Cherry Point, N.C. 28533-0018. Offer must be in writing. Facsimiles will be accepted at (252)-466-3571, however, the Government will not be responsible for late proposals due to mechanical failures of the fax machine or busy phone lines. A fax proposal will be counted timely if the fax machine began receiving it prior to the deadline. No oral offers will be accepted. Please reference solicitation number on proposal.
