Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation will be awarded as firm-fixed price evaluated on "Best Value" to the Government. (ii) Solicitation M00263-01-T-0043 is being issued as a Request For Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. (iv) This acquisition is restricted as a 100% small business set aside. The associated standard industrial classification code (NAICS)/Standard Industrial Classification Code (SIC) is 326299 /3069 respectively with a size standard of 500. (v). The requirement is a turnkey project as follows: CLIN 0001 Qty. 10,000 (Estimated). Unit of Issue -- Sq. Ft. (Price per sq. ft. to include all labor and material) ____________. Installation must be completed within one of the following schedules: 1. 12:00 P.M. Eastern Standard Time (EST) 02 Nov 2001 -- 10 Nov 2001; 2. 12:00 P.M. EST 23 Nov 01 -- 02 Dec 01. Contractor shall fill in their installation dates: _________-__________. All installation dates that do not coincide with the two schedules contained herein will be rejected as non-responsive. The installation schedule shall not extend into training periods or otherwise affect the water training of recruits at Parris Island. The project will be awarded prior to 01 Oct 2001. (vi) DESCRIPTION: 0001-Provide all materials, tools, equipment and labor necessary to complete the installation of a skid resistant, fl ame resistant, non-porous, cushioned, seamless rubber/EPDM flooring system around an indoor pool deck, shower area and locker rooms. The pool is located on the Marine Corps Recruit Depot, Parris Island, SC. Material shall be a granular EPDM/Rubber with a Polyurethane binder, 1/2" depth thickness. Color-50% Forest Green and 50% Black mixed. Edges at the pool gutter system shall be tapered edge per approved factory installation details. Edges where the surface abuts other flooring shall be flush. In open floor area where material edges occur, transitions shall be tapered and designed to eliminate tripping hazards and comply with life-safety codes for flooring in existing access areas. A site visit is strongly encouraged to verify square footage requirement, existing conditions of the pool deck area and the environment of the pool enclosure structure. A minimum five (5) yea r warranty on all material and workmanship is required. (vii) The following clauses and provisions are incorporated and made part of this solicitation: 52.212-1 Instructions to Offerors -- Commercial items. Addendum 1 52.212-1: The Government reserves the right to reject any quote that does not meet all requirements; FAR 52.212-2, Evaluation -- Commercial Item is included as part of this contract to include the specific evaluation criteria as follows: 1. a. Technical Capability b. Price c. Past Performance 2. Contractor must provide a minimum of three references of projects for the same or similar services. References must be submitted with each offer. References will be reviewed to determine technical acceptability, past performance and product performance. FAR 52.212-4 Contract Terms and Condition -- Commercial Items applies. All items shall be F.O.B. destination in accordance with the FAR Clause 52.247-34. The FAR clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (viii) The following Defense Federal Acquisition Regulations Supplement (DFARS) clauses and provisions apply to this contract: The clause at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition. The clause at 252.225-7001 Buy America Act and Balance of Payments Program applies to this acquisition. The Government reserves the right to utilize the Government Commercial Procurement Card (GCPC) as a method of payment upon completion and acceptance of the project under this contract. When payment is made by GCPC, FAR Clause 52.232-33, Payment by Electronic Funds Transfer-Central Contract Registration is hereby deleted from FAR Clause 52.212-5. Each Offeror shall review the clauses and pr ovisions incorporated by reference in paragraphs (vii) through (viii) above, and return a completed copy of the required provision with its quote. Copies of clauses and provisions may be provided upon request and may be accessed electronically as stated above. (ix) The Defense Priorities and Allocation System (DPAS) assigned rating is DO C9E. (x) The Commerce Business Daily Numbered Note that appears at the end of this solicitation notifies prospective bidders that this request for quotation is limited to small business organizations. (xi) Submit quotes to Regional Contracting Office, Building 159, Marine Corps Recruit Depot, Parris Island, SC 29905. Offerors must submit their quotes to reach destination by 1:00 p.m., Eastern Standard Time, September 21, 2001.
