Description
The Bureau of Land Management, (BLM), has seed requirements for the varieties and quantities of seed as advertised herein. This procurement is established as a Request for Proposals, commercial item buy, unrestricted acquisition. Pertinent terms and conditions for this buy are: The BLM shall evaluate the seed for each item number based on seed certification and the lowest PLS price per pound. Awards may be made on higher PLS price certified seed versus a non-certified PLS priced seed. When a variety is not specified (VNS), the offeror must specify the variety being offered, the government may award on a higher PLS price based on a prefered variety. Other evaluation factors include past performance. Delivery is required on or before 10/12/2001. As a responsible source you may submit an offer which will be considered. Offers may be made in ANY amount for the varieties specified. BLM reserves the right to award up to 2,850,000 pounds of seed in total against any of the items listed in the schedule (including substitutes). Based on seed availability and considerations given to seed certification, seed preference, and price, the BLM will make award in any amount for each item number, adhering as closely as possible to the estimated quantities shown below for each item number. Offers may be submitted for either certified seed, or non-certified seed-items as identified in the schedule govern. The Government reserves the right to award on any item offered for the given categories. Awarded dollar amount will be based on the bulk price per pound. All seed shall be in 50 lb. bags, unless otherwise specified in the solicitation. All bags of any one lot shall be bagged in the same size bag. Germination for all seed will be determined by tetrazolium tests (TZ), moisture content of all seed shall be less than 11% by weight (except for Sagebrush, Fourwing saltbush, Gardner Saltbush and Shadscale which shall be 12% by weight), seed is to be delivered to the 12 locations as follows (IDAHO: BOI=Boise, SHO=Shoshone); (UTAH: SLC=West Valley City; VRL=Vernal; RCH=Richfield); (NEVADA: WIN=Winnemucca; ELY=Ely; ELK=Elko; CSC=Carson City); (OREGON: PRN=Prineville; VAL=Vale; BUR=Burns). Prices shall be based on possible delivery to any of these locations. (F.O.B. destination). Award cannot be made for an item that does not conform to our minimum requirements, including PLS rating. Offers for both certified and non-certified seed will be accepted unless otherwise specified. For wildland collected seed the term Certified denotes Source Identified, the term Non-certified denotes Specified Origin. VNS denotes Variety Not Specified.
