Description

This competitive acquisition is unrestricted and open to all interested bidders in accordance with the Small Business Competitiveness Demonstration Program. The entire solicitation will be released on the Federal Business Opportunities internet site, www.fedbizopps.gov (select "Vendors", at Agency, USAF, click on "Offices", at Office, "Air Force Materiel Command", click on "Locations", at Location, "AFRL, Rome Research Site, Rome NY", click on "Posted Dates. All small business offerors interested in submitting a quote for this solicitation must register by email to: cindy.rutledge@rl.af.mil in order to be placed on the source list. Include your company name, mailing address, telephone number, point-of-contact, fax number and email address. This list will be provided to facilitate subcontracting opportunities only. Offerors registering their name on the Offerors List should not conclude that they would receive a paper copy of the solicitation in the mail, as a paper copy will not be available. All prospective offerors are responsible to visit the FedBizOpps frequently and obtain any amendments or other information pertaining to this solicitation. The solicitation will only be available by downloading the documents from the FedBizOpps. The list will be posted electronically to facilitate subcontracting opportunities. The NAICS code is 235990 with a small business size standard of $11.5M. Construction Contracting Services include providing all labor, equipment, tools, devices, materials, supervision, transportation and any other items required to perform all work required to remove asbestos, lead paint, non bearing partitions walls, and theater style seats in the second floor tower area in Building 101 in accordance with the Statement of Work, and Davis-Bacon Wage Rates. The performance period for this on firm fixed price requirement will be 90 calendar days. The Magnitude of Construction is between $25,000 and $100,000 To be eligible to receive contract award from a Department of Defense (DoD) agency after 01 Jun 98 must be registered in the DoD Central Contractor Registration (CCR) Database. An Ombudsman has been appointed to hear significant concerns from bidders or potential bidders during the bid development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E J. Rena, 315/330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Lt. Col Reid S. Lerum, Chief, Policy and Management Division at phone 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of bids or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. The Government reserves the right to cancel this solicitation either before or after the closing date. Funds are not presently available for this contract.
