Description
The Defense Logistics Agency (DLA) is soliciting a Virtual Prime Vendor (VPV) initiative to continue logistics support for approximately 1,199 National Stock Numbers (NSNs) for the C-130 and P-3 aircraft?s 54H60 Propeller Systems and the E-2/C-2 aircraft?s 54460 Propeller System. The goal of the VPV concept is to improve readiness, decrease DoD inventory and increase customer satisfaction. The VPV establishes a partnership agreement among a third party contractor, DLA and our primary customers. The VPV provides integrated logistics support that applies to the entire logistics pipeline, that including worldwide Direct Vendor Delivery (DVD) services. The VPV Contractor will facilitate sharing of maintenance-forecast data and other relevant logistics information. The Contractor shall function as a source of supply for National Stock Numbers (NSNs) identified in the solicitation and arrange for their receipt, storage, packaging and transportation. The Contractor will coordinate and synchronize its logistics and production processes to provide a predictable, reliable, supply of parts to meet normal as well as contingency (surge and sustainment) requirements. The contractor?s information technology systems will interface with DoD legacy systems in an electronic commerce and/or electronic data interchange (EDI) environment. =20 The solicitation will have a three year base period with 3 three year option periods. The estimated dollar value for the base period is $50M with a total estimated dollar value of $440M =20 Due to the necessity of maintaining the same level of support for the NSNs that are currently being provided under contract SP0-400-96-D-9426, this acquisition contains very aggressive milestones that must be met. The solicitation will be issued October 10, 2001 with a closing date of November 27, 2001 (45 days after issuance of the solicitation). Clarifications will be conducted and concluded within 10 days after the solicitation closes. The government will evaluate the proposals received within 30 days after clarifications have been concluded. Negotiations will commence as soon as the proposals have been evaluated. An award will be made by April 9, 2002.
