- This is combined synopsis/solicitation for commercial items (supplies), prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ F23606-01-T-0010. All Statement of Work and Evaluation Factor requirements must be met as they appear in this notice. This procurement is unrestricted. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The item description is as follows: Statement of Work: REPLACE COMPRESSORS 1 AND 2 BLDG 4055 1. Contractor is required to furnish and install Quincy model QSI-245 or equal air compressor including globe valves and John C Ernst Model 300 flow meter of equal. 1.1 The Contractor shall provide transportation, labor, materials, equipment, fuel, and any other needed material for the purpose of this project. 1.2 Contractor personnel and vehicles must posses appropriate passes. These shall be obtained from Security Forces, Pass and ID, at the Visitor Center, located at the base Spirit Gate. Delays may be incurred during removal of existing equipment and installation of new equipment. 1.3 The Contractor is subject to all Base fire, safety, security, and traffic regulations. 1.4 The Government contracts on the understanding that the Contractor is complying with applicable laws concerning workplace safety. 1.5 The contractor is subject to all citations and penalties for violation of applicable workplace safety laws. The burden of compliance rests with the Contractor. Enforcement of workplace safety laws is the responsibility of the agency specified in the applicable law. 1.6 The Contracting Officer may notify the Contractor of hazards in Contractor operations that endanger Government personnel or property and require appropriate abatement action. This provision does not constitute assumption of liability for Occupational Safety and Health compliance on the part of the Government or negate other agency responsibility for enforcement of applicable laws. 1.7 Accident prevention principles must be thoroughly integrated into all operations. Unsafe conditions and practices, as identified by the Contracting Officer, or designated representative, must be corrected immediately. 1.8 Any and all debris generated by the Contractors operations shall be removed from Whiteman Air Force Base. Disposal of all debris shall be in accordance with existing local, state, and federal regulations. The Contractor shall be responsible for any permit or fees associated with the use of off-base disposal locations. 1.9 The Contractor shall be liable for any loss, destruction, or damage beyond normal wear and tear, and deterioration to Government property, including vegetation and landscaping, resulting from Contractor operations. Any damage to government or personal property will be repaired or replaced to the Contracting Officer's satisfaction at Contractor's expense. OBJECTIVE: The objective of this project is to provide all labor, equipment and materials to demo the existing compressors and replace both with Quincy model QSI-245 or equal water-cooled compressors connecting them to the existing glycol/water coolant IPAC radiator cooling units and air supply header. 3.0 Civil/Architectural 3.1 Provide all labor, materials and equipment as required to remove the existing two 75 HP compressors and associated equipment (less the IPAC cooling system) without damaging the existing glycol water-cooling system. Transport the two compressors to DRMO on Whiteman AFB for disposal. 4.0 Painting 4.1 Provide all labor, materials and equipment to touch-up paint as required from work associated with this project. 5.0 Mechanical 5.1 Provide all labor, materials and equipment to install two Quincy model QSI-245 or equal water cooled compressors in same positions as the compressors 1 and 2 were removed from. 5.2 Installation includes connecting the two compressors to the existing IPAC glycol cooling system. This installation will include two new globe valves to allow throttling of the coolant through the compressors and two new John C. Ernst model 300 or equivalent analog flow meters to measure the flow rates accordingly. In addition, the existing cooling system will be flushed and refilled with a mixture of 50% propylene glycol 50% softened water by volume (available on site) to a static pressure head of 12 ? 2 psi after the air is bled from the system. The contractor will ensure that the system is free from leaks and that the existing air purge vent is working properly. This will be verified by 509 CES/CEOE. Disposal of the old coolant will be in the existing sanitary sewer drain in the mechanical room. 5.3 Installation includes connecting the compressors to the existing outlet air header ensuring no leaks exist and that proper pressure, filtration, hydro-carbon removal, drying and CFM is delivered. 5.4 Installation must be performed by a factory authorized service technician and must include start-up and approval by 509 CES/CEOE. 6.0 Electrical 6.1 Provide labor, materials and equipment to run power and communications conduit and associated conductors to and between the two compressors to allow for proper sequence operation. All electrical installation will comply with 1999 National Electric Code. 7.0 Submittals: As a minimum the following submittals shall be required. The contractor shall develop a more complete list after final design of the installation. 7.1 Quincy QSI-245 water-cooled compressors or equal 7.2 Globe valves (2) 7.3 John C. Ernst model 300 or equivalent flow meters 8.0 Installation: All design, construction and installation shall be in accordance with the Whiteman design policy as well as local and professional codes and regulations. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal.
