Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number FA4416-01-T-0312 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-2. This is a 100% small business set aside. The SIC code is 3433; size standard is 22,495 employees. The contractor shall perform all operations in connection with removing existing water heaters at AF1 Complex, Bldg 5016, and replacing with two new oil-fired water heaters. The new heaters shall be the following or equal: two (2) Model 1500 P 250 A TPO, PVI Turbopower oiled fired water heater, 1,200,000 BTU input, oil fired at 8.6 gph, 1,500 GPH recovery at 80 degF rise, 250 gal lined storage tank, ASME approved for 125 psi working pressure. Include a one year cost free service policy, factory start-up and full freight to the job site. Remove old units, tie into existing water lines and oil lines, and fit up to breeching. The provision at FAR 52.237-1, ?Site Visit?, and FAR 52.212-1, ?Instructions to Offerors ? Commercial Items?, are applicable to this solicitation. The provision FAR 52.212-2, ?Evaluation?Commercial Items? is applicable to the solicitation and the blanks in section (a) are completed as follows: Price considerations. Offerors shall include with their offers a completed copy of 52.212-3, ?Offeror Representations and Certifications ?Commercial Items?. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration, and DFARS 252.204-7004, Required Central Contractor Registration. A site visit is scheduled for 1400 hours, 19 Sep 01, to verify the locations of old heaters and all contractors must submit names of attendees (Fax, email, or phone) to Point of Contact listed below not later than 1000 hours, 19 Sep 2001. Responses to this RFQ must be received via fax or mail by 21 Sep 2001, no later than 4:00 PM, Eastern Standard Time, at the 89th Contracting Squadron; 1419 Menoher Drive; Andrews AFB Maryland. They should be marked with the solicitation number and addressed to Jim Harris.
