- Description
- The Dahlgren Division, NSWC, has a requirement for two Coaxial Magnetron Electron Tubes in accordance with the specifications stated herein. These tubes are to be used for generation of high-power electromagnetic environments in the support of the Navy's HERO and EMV test programs. CLIN 0001-One Electron Tube, Coaxial Magnetron, 3.1-3.5 GHz, 1000KW Peak Output Power. Tunable Frequency Range is 3.1-3.5 GHz minimum. Peak Power Output is 1000KW minimum. Pulse Width Range is .8-1.5usec minimum. Duty Cycle is 0.001 minimum. Cooling is to be forced air. Filament Voltage is 120.0 VAC maximum. Filament current is 3.5A maximum. Pulse Voltage is 44KV maximum. Peak Current is 70A maximum. Output coupling shall be mated directly with (or through a factory supplied adapter) a WR284 cover flange type UG53/U. Support is Body Support Bars. Net Weight is 130 pounds maximum. Depth is 13 inches maximum. Width is 12 inches maximum. Height above mounting plate is 15 inches maximum. Height below mounting plate is 6 inches maximum. The magnetron shall be capable of normal operation without electrical breakdown with the input bushing at normal atmospheric conditions (e.g. no oil bath). CLIN 0002- One Electron Tube, Coaxial Magnetron, 2.7-2.9 GHz, 3000KW Peak Output Power. Tunable Frequency Range is 2.7-2.9 GHz minimum. Peak Power Output is 3000KW minimum. Pulse Width Range is .6-2.2usec minimum. Duty Cycle is 0.0008 minimum. Cooling is to be liquid. The cooling connections should mate with Hansen Socket Series 3-ST P/N 3-S20 or 3-S21. Either direction of Flow may be used. Filament Voltage is 11.0 VAC maximum. Filament Current is 28A maximum. Pulse Voltage is 68.0KV maximum. Peak Current is 100A maximum. Coupling shall be mated directly with (or through a factory supplied adapter) a WR284 cover flange type UG53/U. Support is Magnet Mounting Surface. Net Weight is 140 pounds maximum. Depth is 18 inches maximum. Width is 22 inches maximum. Height above mounting plate is 13 inches maximum. Height below mounting plate is 6 inches maximum. The magnetron shall be capable of normal operation without electrical breakdown with the use of an oil bath )"Univolt 33 transformer oil or equivalent for fluid insulating medium. The tube shall have a thermal switch for over-temperature protection. Switch is normally in closed position opening when body temperature exceeds rated maximum. CLIN 0001 and CLIN 0002- The magnetron shall be warranted for the lesser of 2000 hours of operation or 2 years from date of acceptance by NSWC. Cathode and heater leads shall be clearly identified and shall be nominally 12 inches in length. The magnetron shall be manually tunable and equipped with a hand knob with a numeric scale. All materials shall be newly manufactured. The tube shall be capable of normal operation prior to and immediately after Exposure to 10g impact shocks, 11 +/- 1ms in duration. 18 shocks shall be delivered; 3 each per axis per direction. The tube shall be capable of normal operation prior to and immediately after Exposure to 25 and 50 Hz simple harmonic vibration. The tube shall be vibrated in all three axis for a period of one minute with double amplitude of 0.040 inches (Total excursion). The magnetron shall be capable of maintaining a pressure of 50 psia applied to the output window with no leaks evident. This requirement will be evaluated on a Best Value Basis. Each offeror will be evaluated to determine if their quotation meets the minimum requirements as stated. The Government will use two elements to evaluate the value of offers received: (1) PAST PERFORMANCE- each offeror shall provide the name and points of contact of the last five sales to whom they have provided the same or similar equipment. References will be asked to rate product quality, timeliness of delivery, product support, and cost control. Past Performance will account for approximately 67% of the total evaluation. (2) PERFORMANCE- it will be judged whether the proposed ability of the product exceeds the minimum requirements for frequency range, peak power output, duty cycle and tube life warranty. Other measures of performance will be the availability of telephonic and on-site support indicated on the quotation, and the quality and results of test procedures. Documentation of test procedures must be provided stating if all specifications are met by test/measurement, details of test procedures, NIST Traceable Standards; test specifications must show test results documentation, tables/graphs/applicable drawings and overall quality of test report. It is desired that all offerors be ISO 9001 registered. Performance will account for approximately 33% of the total evaluation. The final Performance and Past Performance evaluations will be based on an adjective rating system using the ratings: excellent; good; acceptable; and unsatisfactory. Price is not scored in this evaluation and is not considered the most important evaluation factor. The importance of prices as an evaluation factor will increase with the degree of equality of the quotations in relation to the remaining evaluation factors. After evaluation of the technical and price proposals, cost may be the deciding factor for selection, depending on whether a highly evaluated technical proposal warrants the evaluated price difference.
