Description

The National Institute of Standards and Technology (NIST) intends to negotiate with Simplex Time Recorder Company on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source, for the purchase, installation and programming of Simplex Intelligent System Controller and Proxpro card readers in six facilities. This shall include the removal of existing CardKey readers and the installation of new ProxPro readers at each location. In addition, Simplex shall make the connections to the existing Simplex ISC panels at each location. The Government installed conduit and wire at all of the locations. This requirement shall include the programming of each card reader with Government provided information. NIST's existing security system was purchased through Simplex Time Recorder Company. Therefore, only Simplex compatible security devices can be added onto the system and programming required to change security functions on the system can only be programmed by Simplex. The delivery time for this requirement is 60 days after receipt of order and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price purchase order. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by September 18, 2001. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 561621 with a small business size standard of 500 employees. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
