- Upgrade of Shipboard Electromagnetic Evaluation Measurement System. CTVHCS intends to procure, on behalf of Consolidated Administrative Support Unit and its customer, an upgrade of the Shipboard Electronic Evaluation Measurement System (SEEMS) from Titan Systems Corporation, the developer of the system, to an Enhanced Shipboard Electronic Evaluation Measurement System (ESEEMS) under the authority of FAR 6.302-1, Only one responsible source, and no other supplies or services will satisfy agency requirements (41 USC 253(c)(1)). This contract will provide a system that will provide extensive operational testing of EW, SR, and FC systems, as well as provide a comprehensive, dynamic, combat systems team training facility. Titan Systems is the only source capable of providing this upgrade within the timeframes necessary to the successful completion of this project. SEEMS is a one-of-a-kind highly complex electromagnetic evaluation system designed for the remote testing of ship communications TACAN and IFF systems. To procure a comparable system upgrade to the ESEEMS on a full and open basis would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling requirements for this project. Additionally, Titan Systems is the only company with the expertise to integrate two major subsystems integral to this project. This system acquisition is subject to the availability of funds in FY02. This is not a request for proposals. The Government intends to negotiate with the source indicated above, therefore solicitation documents are not available.
