- The purpose of this amendment is to (1) extend the date for which proposals are due from "21 September 2001" to "19 October 2001", and (2) revise the instructions for the Proposal Information Package (PIP), and (3) redefine and reduce the scope to address only the Sensor Data Processing technology interest area described in the web PIP. REQUIREMENTS: The Office of Naval Research (ONR) is seeking proposals for unmanned aerial vehicle technologies related to autonomous operation capabilities in Situational Awareness (SA)/Sensor Data Processing (SDP) for an anticipated FY03 demonstration. Detailed descriptions of the demonstration and research and development of related technology being sought are available at http://www.onr.navy.mil/auto-ops/. The capabilities and related technologies have been identified through the Future Naval Capability (FNC) process. The systems demonstrated will mitigate risk for planned acquisition programs in the U.S. Navy and Offerors should indicate the potential for such transitions in their proposals. GENERAL INFORMATION: Informtaion such as the Background, Situational Awareness Demonstration Exit Criteria, Enabling Capabilities, Technology Readiness Level, Instructions for Preparing Technical and Cost Proposals, and Evaluation Criteria can be found in the Proposal Information Package (PIP). This information, along with the vehicle specifications and mission operational requirements can be downloaded at http://www.onr.navy.mil/auto-ops/. DUE DATE: Proposals are due on or before 2:00PM Eastern Standard Time, on Monday, October 19, 2001. Early submission of proposals is encouraged to help facilitate the evaluation process. Offerors must submit an original and five (5) signed copies, along with an electronic copy (PC format) on a Zip disk, CDROM, or floppy in Microsoft Office word processing and graphics software (eg. Word, Powerpoint, Excel). Proposals should be submitted to the Office of Naval Research, 800 North Quincy Street, Arlington, VA 22217-5660, Attention: Autonomous Operations FNC, Code 351 Room 804. The label should also contain the offeror's name and address, BAA number and title, and title of proposal. AWARD: It is anticipated that there will be multiple awards. The range of awards is expected to be from $100K per year for individual or small team research/S&T activities to $1M (or more) per year for larger team or collaborative efforts. Offerors may, and are encouraged, to use appropriate funding profiles, which will enable them to participate in collaborative activities with other UAV Autonomy Program participants. Traditional FAR-based contract awards are anticipated. However, the Government reserves the right to award grants, cooperative agreements, or other transaction agreements to appropriate parties, should the situation warrant use of a non-contractual agreement. This acquisition does not meet the requirement for use of a Section 845 other transaction agreement. Proposals submitted by consortiums or teams require Articles of Collaboration signed by all members prior to execution of the Agreement. The Articles shall define the interaction and commitment of the proposed partners. Offerors must state in their proposals that they are submitted in response to this Broad Agency Announcement (BAA). The Government reserves the right to make none, one, or more than one award. Proposals will be protected from unauthorized disclosure in accordance with FAR 3.104-5 and 15.207. Government personnel will perform the evaluation of the technical and cost proposals. Restrictive notices notwithstanding, one or more support contractors may be utilized as subject matter experts and required to handle the technical and cost proposals submitted in response to this BAA. The support contractor will not be involved in the technical evaluation or selection of proposals for award. Each support contractor's employee having access to the technical and cost proposals submitted in response to this BAA will be required to sign a non-disclosure statement prior to receipt of any proposal submissions.
