Description
Description of Need: The Naval Air Systems Command (NAVAIR) is soliciting information from industry on the current availability of a Weapons Imagery Link (WIL) and its associated Weapons Data Terminal (WDT) for Strike Weapons, which is capable of transmitting video imagery and has the capability of waveform re-programmability. The purpose of this request for information (RFI) is to determine the availability of existing commercial off the shelf items, current industry experience and capabilities in dealing with WILs and WDTs, and the current industry base of potential qualified vendors to support the possibility of a full and open competition to meet the requirement identified herein. The government intends to use the information provided in response to this RFI to aid in defining our acquisition strategy and budgeting assumptions for Fiscal Year (FY) 2003 for this potential requirement. Should your company wish to provide information regarding this request, the information provided below describes the requirement. Requirement: The WIL and its associated WDT shall be compatible with the AN/AWW-13 waveform with a re-programmable capability that enables receiving and transmitting of the Surgical Strike Waveform, as defined within the technical documentation identified herein. The Weapons Data Terminal shall be capable of two-way communication to receive command controls and transmit real-time streaming, digital video to an Aircraft Data Terminal for display in the cockpit. It is highly desirable for the data link to emulate other waveforms such as Common Data Link (CDL) and Link-16 via software reprogramming. The WIL and its associated WDT are expected to be highly reliable, low cost, and be able to sustain the environmental conditions of a DoD Standoff Weapon System. The subject component will be required to fit into the Standoff Land Attack Missile Expanded Response (SLAM-ER) and with the potential for future incorporation into other existing precision guided munitions (PGMs), and unmanned aerial vehicles (UAVs) systems. The following technical information will be made available to those requesting companies that are authorized to receive secret information: 1) SLAM-ER weapons data terminal specifications; 2) AN/AWW-13 Interface Control Document (ICD); and 3) Surgical Strike data package. Portions of this information are classified as secret or below. In order to obtain this information, offerors must provide an email request to Mr. Evans-Reister at Evans-ReisMJ@navair.navy.mil by not later than 5 October 2001. In order to facilitate timely processing of the security screening, please provide the following company's information: address, cage code, security point of contact (name and telephone number), and current security clearance and date obtained. All requests will be screened to ensure appropriate security clearances are approved in accordance with current DoD security guidance. Upon security access approval, the technical information will be provided to the identified authorized person within 10 working days. RFI Content: The written response shall be limited to no more than twenty-five (25) pages. If the material provided contains proprietary information please mark and identify disposition instructions (submitted data will not be returned). The response should include, but not limited to, the following: a) Company history description to include; Small Business Administration (SBA) business size classification, major products, primary customer base, and point of contacts and their telephone numbers, that are able to discuss the material submitted. Limit response to 3 pages; b) Description of your company's past experience and performance at designing and producing re-programmable waveform radios; c) Description of notional weapon data terminal design. Identify your WIL concept that would meet the requirements of those suggested above; d) Top-level budgetary estimate (non-recurring and recurring) based on a quantity assumption of 1,100 components; e) Top level WIL and WDT development/build schedule; and, f) Any other technical information the company deems necessary to aid the government in making an informed decision. It is the government's intention to review the data and possibly schedule a briefing with some of the submitters to gain further market insight to industries capabilities. Those companies will be contacted individually.
