Description
The U.S. Department of Commerce, NOAA, intends to acquire services from Jose Rivera for the National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC) to conduct, coordinate, and participate in critical scientific research for managing living marine resources in the Caribbean region. The contractor shall respond to and perform assignments with a high quality of service within stringent time frames and in accordance with principles and procedures of the National Marine Fisheries Service (NMFS) and other Government policies and procedures. The contractor shall provide monthly reports covering the activities in the U.S. Caribbean region for the NMFS Southeast Region. The reports will consist of research activities involving fisheries, habitat, and protected resources, Inter-Agency Government coordination, Turtle and marine mammal surveys, Carribbean Fishery Management Council reports, restoration activities, and activity synopsis. The contractor shall develop an annual plan and proposed budget detailing proposed objectives, projected activities, research, meetings, and activities required to meet objectives. The contractor shall arrange and coordinate an annual meeting dealing with science and policy issues involving protected resources. Supervision will not be provided by Government personnel. The contractor will work in U. S. Department of Commerce leased facilities in Puerto Rico, currently at the Department of Natural Resources Laboratory in Mayaguez. The contractor will be expected to attend scientific meetings in Puerto Rico, the U.S. Virgin Islands, the continental United States, the greater Caribbean region or elsewhere as requested. The contractor may be required to participate on oceanographic cruises aboard research vessels or aircraft. The period of performance will be 10/01/01 through 09/30/02 based upon the availability of funds. The Government knows of no other qualified source. The intended procurement is for services for which the Government intends to acquire from Jose Rivera under the authority of 41USC253(c)(1). Any business sources able to provide this specified service are encourage to respond to this announcement within 5 days after it's publication.
