- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and THERE WILL BE NO WRITTEN REQUEST FOR QUOTATION ISSUED. The solicitation is a Request for Quotation and the number is RFQ-01-PSW-01. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This solicitation is issued on a unrestricted basis. Line item is as follows: Special Studies and Analysis not R&D Special Value. The contract is to estimate the cost savings in sediment management in watersheds from prescribed burning treatments in southwestern fire prone ecosystems. The cost savings take the form of reduced sediment removal in debris basin, reduced mudslides on roads and residential areas, lower water treatment costs, retention of water storage capability and minimizing disruption to utility infrastructure as well as avoiding building new debris dams. Information on the impact of sediment events following fire on the resources at risk and the cost savings associated with each of the paired watersheds will be collected from Los Angeles County records, utility records, highway departments and relevant city governments and recreation providers. The time stream of annual benefits resulting from a prescribed burning program will be calculated and a present value estimated that could be compared to the costs of prescribed burning. The contractor will provide progress reports documenting initial collection of data on the human development in a majority of the 40 watersheds over the time frame of analysis (about 20 years). Documentation includes number of debris dams, houses, presence of roads, water storage and flood control reservoirs, as well as recreation use of each watershed. The contractor will document the economic values at risk in each watershed associated with the debris dams, houses, roads, water storage and flood control reservoirs as well as economic value of recreation use. The Contractor will submit a report calculating the economic benefits of reducing sediment through fire management activities in representative paired watersheds that influence undeveloped, partially developed to fully developed lands downstream. PLEASE PROVIDE PRICING AND TECHNICAL SPECIFICATIONS. The period of performance will be date of award plus 18 months. Quotations will be evaluated on price and other factors, including past performance and technical capability.
