- The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source procurement with St. Croix International Waterway Commission to assess the contribution of seacage reared Atlantic salmon spawners, stocked into the St. Croix River, to the redd, juvenile, smolt, and adult stages, and provide quantitative evaluation of the utilization of this technique as a tool to conserve and enhance Atlantic salmon stocks. The St. Croix River is international boundary water which incurs additional trans-boundary coordination and authorization requirements. The St. Croix International Waterway Commission is an independent agency of the State of Maine and the Province of New Brunswick, charged under law in both jurisdictions with the facilitation of trans-boundary management and development along the St. Croix River corridor. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by September 28, 2001. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.=20
