Description

NASA's Goddard Space Flight Center (GSFC) plans to issue a Request For Proposal (RFP5-01721/042) on a sole source basis, to Siemens Enterprise Networks LLC. The authority for Other Than Full and Open Competition is 10 U.S.C. 2304 (c)(1), Only One Responsible Source. A firm fixed price, 5 year, contract is anticipated. This acquisition will be a follow-on contract to the existing contract NAS5-96064. Siemens Enterprise Networks LLC is the sole manufacturer of the Hicom 300 Switch and associated equipment currently in use at Goddard Space Flight Center (GSFC), Greenbelt, MD, Wallops Flight Facility (WFF), Wallops Island, VA and White Sands Test Facility, NM. Siemens Enterprise Networks LLC is uniquely qualified to provide the needed on-site operations and maintenance services; rapid, portable switching capability in emergency outage situations, perform required moves, adds and changes; switching reconfigurations; new system designs, testing, and maintenance of any expansions, and the inside and outside cable plants. The required software updates can only be obtained directly from Siemens Enterprise Networks LLC as they are either restricted or proprietary. Without the necessary software updates, the Interconnect Telecommunications System (ITS) would not be capable of implementing system improvements. All responsible sources may respond by submitting a written narrative statement of their technical capability, including detailed technical information and other technical literature demonstrating their ability to meet the above requirement by the above response date in this announcement. No collect calls will be accepted. No telephone requests accepted. The government intends to acquire a commercial item using FAR Part 12. See numbered Note 22. All responsible sources may submit a proposal which shall be considered by the agency. An Ombudsman has been appointed, See NASA Specific Note "B".
