- Description
- DESC: The U.S. Environmental Protection Agency (EPA) intends to enter into negotiations with IBM Corporation, Inc., 4800 Falls of the Neuse Road, P.O. Box 26688, Raleigh, NC 27609-5491 for services pertaining to the relocation of the U.S. EPA, National Technology Services Division's (NTSD), IBM G6 Enterprise Server (Mainframe). The NAICS Code for this procurement is 334111, and the Small Business size is 1,000 personnel. The agency's requirement is for the relocation of the IBM G6 Enterprise Server and associated peripherals from the National Computer Center located in the Environmental Research Center (ERC) at 86 T.W. Alexander Drive, RTP, NC 27711 to the new National Computer Center located at 109 Alexander Drive, RTP, NC 27711. This also includes the relocation of IBM equipment from the Annex building to the NHEERL Building (located in the close proximity to the ERC). This relocation will involve disassembly, packing, moving, unpacking, reassembly, and testing to ensure the system is fully operational after the move. The G6 Enterprise Server is a large scale computer system built on a proprietary architecture, with proprietary components, and proprietary software. The disassembly, movement, reassembly, and testing of this equipment requires proprietary service manuals, diagnostic tools, and training. IBM, Inc. has exclusive copyrights, patents, and/or trade secret ownership, and parts needed to build, move and maintain the system. EPA believes IBM Corporation, Inc. is the only vendor capable of satisfying the relocation requirements stated above. FAR 6.302-1 states: "only one responsible source and no other type of supplies or services will satisfy agency requirements". No solicitation is available. All interested parties must respond within 15 days of the date of this announcement. Interested parties who can meet the above requirements shall submit: 1) information on the proposed services which clearly supports the requirements outlined above and; 2) provide itemized pricing that is sufficient to make a determination that competition is feasible.
