Description

NASA/JSC plans to issue a Request for Offer (RFO) for the X-38, V-131R, Atmospheric Flight Test Vehicle Engineering Services. This support shall include planned modifications to the vehicle and any post flight repairs needed to restore the vehicle to flight condition. This vehicle is currently involved in flight-testing at Dryden Research Center in California. These tests require the vehicle to be launched from a B-52, at altitudes of up to 50,000 feet. The vehicle is expected to perform a minimum six flight tests. NASA/JSC intends to purchase the items from Scaled Composites, Incorporated. The authority for other than full and open competition is U.S.C. 2304(c)(1) found under FAR 6.301(a)(2)(iii), services may be deemed to be available only from the original source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 1, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
