- Description
- 1. This is a combined synopsis /solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This request for quotation is under simplified Acquisition Procedures FAR Part 13. IMPORTANT Only offerors who are registered in the Central Contractor Database are eligible for award (reference DFARS Clause 52.204-7004 or see web site http://www.ccr2000.com/) This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 2. The NAIC is 334310 and the small business size standard is 750 employees. 3. The agency need is for the following nine items. Item 0001- 1 each- Delta Operating /Instructor's Console P/N CMC-200, or equal. Salient features of CMC-200 are LCD Control Screen; Auto Scanning Monitor; Attendance Check; Monitor/Intercom Control; Call Response; Conference (Free Talk); Pair lesson; and Model Voice. Item 0002- 1 each- Power Supply P/N PTU-3048, or equal. Salient features of PTU-3048 are Output AC 27V 14A; Power Requirements 110/120, 220/240V AC; 50/50 Hz; Output AC 27V 14A. Item 0003- 2 each- Teacher's Master Tape Recorder P/N TR 503, or equal. Salient features of TR 503 are 2 track 2 channel Track System; Heads-REC/PB x 1, Erase x 1; Power Requirements 120/220/240V AC. Item 0004- 20 each- Student Tape Recorder P/N SR-503R, or equal. Salient features of SR-503R are 2 Track 2 Channel; Heads- REC/PB x 1, Erase x 1; Power Requirements 27V AC 60Hz from PTU. Item 0005- 22 each- Teacher and Student Headset P/Ns HS33/HS33A, or equal. Salient Features of HS33/HS33A are Headphone with Microphone; Headphone Section -- Moving Coil Type; Impedance 16 ohms (20%); input Max. 100mW; Mic cut switch Only HS-33A; Microphone Section- Electric condenser; Impedance 600 ohms (20%), Plug Type Telephone module. Item 0006- 20 each Connecting cables for recorders P/N MT 40 (audio), or equal. Item 0007- 20 each- Connecting cables for recorders, MT-53 (power), or equal. Item 0008- 1 lot- Installation and calibration of all equipment; and training of operating personnel. . Item 0009- 1 Lot- 1 year Maintenance Agreement to include two maintenance calls annually and interim calls as required. Maintenance calls shall include cleaning of all recording heads, checking and aligning all connections to each station/recorder; cleaning and aligning all connections; verifying proper functioning of all headsets; and testing all lab functions. 4. FOB Destination is required. 5. Please state delivery time. 6. Offeror shall include a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offeror. The following clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Conditions; and 52-212-5, Contract Terms and Conditions required to implement Statutes or Executive Orders-Commercial Items. The following addtional FAR clause cited are applicable to this acquisition and are cited by reference: 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration, 52.225-7001 Buy American Balance of Payment Program, and 52.212.2 Evaluation -Commercial Items. 6. Under 52.212.2, the following factors will be used to evaluate offers. Factor 1-Compliance with Salient Characteristics. To be considered for award, offerors of "equal" products, including "equal" products of the brand name manufacturer, must meet the salient physical, functional or performance characteristics specified herein; clearly identify the item by brand name if any; and make or Model number; and include descriptive literature such as illustrations, Catalog illustrations, drawings, or a clear reference of previously furnished descriptive data or information available; and clearly describe any modifications the offeror plans to make in a product to make it conform to the salient characteristics. Equal products will be evaluated by the Contracting Officer on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Factor 2- Compatibility, fit and installation of offered equipment in existing government owned furniture. To be considered for award, Teacher and Student tape recorders must physically fit within government owned Console Tables. The physical dimensions of these Console Tables will be provided Monday 17 Sep, 01 by amendment to this synopsis/solicitation. Offerors must provide sketches/schematics with quote clearly describing how the tape recorders will be physically mounted and installed in existing Console Tables, including how the Console Tables will be altered. Factor 3- Price. Factors 1 and 2 are of equal importance, and Factors 1 and 2 together are of significantly more important than Factor 3. See Note 1.
