Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) is DLI10566 and incorporates provisions and clauses through FAC 97-27. This procurement is to be processed using Simplified Acquisition Procedures. The NAICS/Code is 334516/500EM. This is a 100% Small Business Set-Aside. The National Institute of Environmental Health Sciences is interested in obtaining one (1) each of the following items: 1) PRO-100 Matrix Assisted Laser Desorption Ionization (MALDI) time-of-flight (TOF) mass spectrometer system; 2) Option 2 Ghz Transient Digitizer Upgrade; and 3) 0100CSP Complete computer system for profiler. The following is both the salient characteristics and criteria for evaluating "or equal" responses: This system will be used for analysis of proteins, peptides and oligonucleotides and must be a fully-contained bench-top instrument with walk-up and automated operation,; greater than 400kDA mass range, 200 resolution; 1.2 meter flight path; linear mode with time-lag focusing; a 500 Megasample per second digitizer and dual polarity. It must have a built-in CCD camera with the ability to compute the position of the sample card, map a path for the laser shots within the target sample and display the exact location of the laser pulse relative to the sample all in real time. Delivery will be made to NIEHS Warehouse, Bldg. 104, South Campus, 111 T.W. Alexander Drive, Research Triangle Park, NC 27709. Offeror should quote FOB Destination. The following provision applies to this acquisition: 52.212-1, Instructions to Offerors. There are no additional addenda. FAR Clause 52.212-2 Evaluation -- Commercial Items applies to this acquisition. The government intends to make a "best value buy" to the responsible offeror whose offer is most advantageous to the government. The evaluation criteria will include 1) the technical capability of the item offered to meet the government's needs, 2) price, 3) warranty considerations and 4) delivery time. Offerors shall include a completed copy of the provisions at 52.212-3, Offeror Representation and Certification-Commercial with offers. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial, applies to this acquisition. The following paragraphs of 52.212-5 apply: (a) and (11)-(16)(21)(22)(25)(27) of (b) and 52.211-6 Brand Name or Equal. Defense Priorities and Allocations Systems (DPAS) does not apply.
