- Description
- 1. The proposed contract is for non-personal services as an English as a Foreign Language (EFL) Instructor with the Foreign Language Training Center Europe (FLTCE) of the George C. Marshall European Center for Security Studies, Garmisch-Partenkirchen, Germany. a. The Contractor will be required to provide up to 34 hours of instruction per week. Instruction will be performed normally 3- 4 days a week, Monday Friday, except on recognized U.S. holidays, for as many as six classroom contact hours with students each day and up to two tutorial hours each day, possibly in the evenings. Instruction may be for more than one of the activities specified on any day or during any week, but will not exceed eight hours a day or 34 hours a week. b. The Contractor will conduct the EFL instruction for up to three (3) nine-week Leaders Course offerings annually. During each Leaders Course, the Contractor will be required to provide up to three hours of EFL instruction on the days when language instruction is scheduled, normally 3-4 times a week. This will be one hour each for up to three separate classes, comprised of different students from the Leaders Course. The class size will typically range from 5 10 students. c. The Contractor will conduct EFL instruction for up to three (3) fifteen-week Executive Program offerings annually. For each Executive Program, the Contractor will be required to provide up to three hours of EFL instruction on the days when language instruction is scheduled, normally 3-4 times a week. This will be one hour each for up to three separate classes, comprised of different students from the Executive Program. The class size will typically range from 5-10 students. d. The Contractor will conduct up to 300 tutorial contact hours annually. This may be either with an individual student or a group of students. Up to four tutorial hours per week may be scheduled in the evenings. The COR or the COR's appointed alternate will schedule all tutorial instruction in advance. e. The courses listed above may run simultaneously, but the Contractor will not be required to deliver more than six classroom contact hours with students in class each day. No more than two tutorial hours will be scheduled on any given day. The number of teaching hours to include both classroom teaching and tutorials will not exceed eight hours per day or 34 hours per week. f. The Contractor shall conduct English as a Foreign Language instruction in all skill levels according to the U.S. Government Interagency Language Roundtable (ILR) skill level descriptions, with a focus on communicative competence. The instruction will include oral communication, pronunciation, structure, listening, reading comprehension, and writing at all proficiency levels, as well as English for Specific Purposes (ESP). 2. Qualifications. It is mandatory that the Contractor possesses the following minimum qualifications. a. Have fluency in the English language, with the ability to read, comprehend, write, and speak at a level consistent with that of an educated native speaker at the 5 level, as determined by US Government Interagency Language Roundtable skill level description (USG ILR) and be free of speech impediments. The government, at its own expense, reserves the right to test as well as to choose the method of testing. b. Have a bachelor's degree or higher in teaching ESL or EFL, bilingual education, applied linguistics, English, education, a foreign language, or a closely related field or have a bachelor's degree or higher in any discipline with a TESOL certificate. c. Must have taught ESL/EFL to adults for a minimum of 1000 hours in a high school or post-secondary educational institution, e.g. university or college. The German Volkshochschule or its equivalents are not acceptable. The government's intent is to acquire instructors experienced in adult education in an academic, not a technical or vocational environment. The hours need not have been consecutive but must have been within the last five years. Experience may be either civilian or military, or any combination thereof. d. Have experience with automated word processing sufficient to fulfill the requirements of this contract. e. Documentation supporting the above minimum qualifications is required. f. Additional Considered Qualifications: Offerors with the following additional qualifications will be rated higher: MA TESL/TEFL, experience teaching adults outside the Continental US, experience developing computer-assisted language learning programs, and knowledge of Russian at ILR Level 2 or higher. 3. The Period of Performance follows and is Subject to Availability of Funds in accordance with FAR 52.232-18 and FAR 52.232-19: Basic Contract Period: 1 January 2002 through 30 September 2002 Option Year One: 1 January 2003 through 30 September 2003 Option Year Two: 1 January 2004 through 30 September 2004 4.
