- ID PFH 55-1(2), KAMIAH-PIERCE ROAD, Clearwater National Forest, Idaho and Clearwater counties, Idaho. Initial notice posted to Commerce Business Daily CBDNet on September 5, 2001, and printed issue date on September 7, 2001. BY ISSUE OF THIS MODIFICATION, WE ANNOUNCE THIS SOLICITATION AS A HUBZONE SMALL BUSINESS SET-ASIDE. Presolicitation notices are being sent to firms on this agency's mailing list concurrently with the publication of this synopsis. The work consists of 8.05 km of excavation, grading, drainage, base, paving, and erosion control. The project consists of construction survey and staking; permanent pavement markings; 1,700 m silt fence; 20,000 cu m watering for dust control; 15.5 ha clearing & grubbing; 35 ea removal of culverts; 51,000 cu m excavation & embankment; 68,000 sq m earthwork geotextiles; 8,000 cu m subexcavation; 6,000 cu m select borrow; 490 m ditch lining rock; 34,000 t untreated aggregate courses; 16,000 t emulsified asphalt treated base course; 6.250 km road reconditioning; 24,000 t hot asphalt concrete pavement; 75 t asphalt tack coat; 550 m of 600 mm pipe culvert; 35 ea catch basins; 200 m underdrains; 10 ha turf establishment; 1,300 sq m erosion control mats; 2,500 flagger hours; 625 pilot car hours; and other smaller items of work. Project is located approximately 21 km east of Kamiah, Idaho. Work shall be completed by November 1, 2002. Estimated price range is between $2,500,000 and $5,000,000. PRELIMINARY PLANS WILL BE AVAILABLE APPROXIMATELY OCTOBER 1, 2001. The following applies only to Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation-related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance, and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
