Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209) intends to award a sole source production contract to General Dynamics Information Systems (GDIS), 3021 East 80th Street, Bloomington, MN 55425 for the continued procurement of AN/AYK-14(V) Navy Standard Airborne Computers and associated modules for installation in scheduled aircraft production deliveries and aircraft upgrades in support of U.S. Navy and Foreign Military Sales (FMS) aircraft, ship based systems such as the SPN-46 Automated Carrier Landing System (ACLS), and Naval Inventory Control Point's spares program. The estimated requirements for the follow-on contract include any or all of the family of AN/AYK-14 Weapons Replaceable Assemblies (WRA) and Shop Replaceable Assemblies (SRA); spec MIL-C-85518(AS). Must operate in uninhabited fighter environments. Equipment was originally designed to meet the requirements under MIL-E-5400, as well as MIL-E-16400 and MIL-E-4158 environments. First article, environmental, and flight-testing have been performed as required. Quantities for this contract include all Navy requirements and any other DoD or Foreign Military requirements, estimated at 600 upgrade kits or equivalent. Deliveries will be made to various locations throughout the continental United States as well as to FMS customers. Delivery will be required to begin within ten to twelve months from the date of issuance of a delivery order. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. GDIS is the sole manufacturer of AN/AYK-14 equipment and is the only qualified source with the necessary knowledge, data, equipment and experience to perform this effort within the required timeframe. A significant capital investment is required to perform this effort. It is anticipated that an Indefinite Delivery Type contract with provisions for firm-fixed price delivery orders will be awarded for a base period of one year with four one-year options. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command.
