NOTICE OF INTENT TO AWARD A SOLE SOURCE COMMERCIAL ITEM CONTRACT TO ZYLAB INTERNATIONAL, INC. Germantown, MD under the authority of FAR 6.302 to provide ZyIMAGE document Archival and Intranet Retrieval system. This is a turnkey solution for multi-point scanning and conversion capability; Intranet browser based document search and retrieval, and CD-Publishing. ZyLab will be providing all necessary software called ZyIMAGE, hardware, training and maintenance services. Zylab will also provide annual maintenance and technical support for additional four years. ZyIMAGE has the ability to search the full content of files in both their native and industry standard formats and its unique ability to add structure to, or change the structure, of document collections at any state of collections life cycle. ZyIMAGE technology is the current utilization of the product by Citizenship and Immigration Canada (CIC) and the International War Crimes Tribunal for the former Yugoslavia (ICTY). The National Security Unit of DOJ/INS works closely with these organizations in the gathering and exchange of information. Timely and seamless integration of information provided to the National Security Unit from and to the CIC and ICTY will be ensured. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. The notice of intent is not a request for competitive proposals. However all proposals received by 12:00 Noon EDT, September 24, 2001 will be considered by the Government. A determination not to compete with this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
