Description

The Food and Drug Administration intends to issue a purchase order on a sole source basis to Baruch Fishhoff PH.D of Carnegie Mellon University for the following service: (1) Review and Analysis of Existing Literature Relevant to Development of Empirical Data Based Definitions of Misleading Statements and Acceptable Disclaimers and (2) Development of Conceptual Framework to Guide further Research and Development of Functional Definitions. Item number 1 involves a review and analysis of existing literature related to the underlying cognitive and behavioral issues, including work focused on consumer use and understanding of food label information and its impact on the market place. Item number 2 involve development of a conceptual framework that can provide guidance in the development of functional definitions for misleading statements and acceptable disclaimers. The SIC Code for this requirement is 7389 and the NAICS Code is 541990. All responsible sources that can provide and meet the above requirement shall submit a response by mail or fax by the due date referenced above. Evaluation/Award will be based on the offer that provides the best value to the government. The award is being issued on a sole source basis because of Dr. Fishhoff's expertise in the issues of the above referenced task.
