Description
PLEASE NOTE THAT THE CONTENTS OF AMENDMENT NO. 02 AND 03 ARE REVERSED IN FEDBIZOPPS ONLY. AMENDMENT NO. 03 WAS ISSUED BY FAX ON 9/18/2001 TO ALL ON OUR BIDDER'S LIST. Amendment No. 02 provides the following: 1) A list of attendees at the site visit. 2) Answers to questions received in response to the subject solicitation: Question 1: Page 9 of the above reference solicitation, C.12.1.2. Tile (vinyl) Floors states " There is also 14,586 square feet at NCCCWA and the Aquaria Bldg. Of which 7,586 sq. ft. will be maintained by the Contractor during the first year. The total 7,586 will be maintained by the Contractor during subsequent years." Does this mean that only 7,586 sq. ft. will be maintained for the base and all option years or does this means that for the first year 14,586 sq. ft. will be maintained for the first year and 7,586 sq. ft. for all subsequent years? Answer: Corrects the sq. ft. for the NCCCWA facility in Section C.1 and C.12.1.2 as follows: "Of the total 14,586 sq ft of tiled floors at the NCCCWA and Aquaria Bldg, only 7,586 sq ft will be maintained by the Contractor during the first year of this contract. The total 14,586 sq ft will be maintained by the Contractor during subsequent years, however, a gradual increase of the staffing will occur over time until the facility is fully staffed. Consequently, the Government will issue a quarterly update (if applicable) for pricing additions/deletions as the facility is occupied in accordance with Section C.8.1. Question 2: The NCCCWA facility presently houses 9 employees but will continually be changing during the length of the contract to eventually increase to about 35-40 employees. Will the service provided to this facility be for a certain area only and as employees increase in number the area to be serviced also increased or regardless of the number of employees will the entire facility need to be services? Answer: Revises the NCCCWA Facility drawing to reflect the cleanable space during the initial period of performance. Also, see Response to Question 1. Question 3: Under the present contract, the Government provides restroom supplies. The new contract will require the Contractor to provide restroom supplies in section C.14.7? Answer: Yes. Question 4: May supplies used in maintaining the facilities listed be delivered directly to these sites providing the contractor has an individual on site to receive them? Answer: No. Refer to Section A.18. Question 5: Historically, how many federal holidays will the contractor be required to perform maintenance (C.29.3)? Answer: Holiday work has not been required in the past and was performed in accordance with Section C.4. Refer to Section A.6 for current contract requirements. Also see Sections A.5 and C.4. Question 6: How many square feet of space will the contractor be responsible for at the NCCCWA building in years 2-4 of the contract (C.12.1.2)? Answer: Refer to Question 1. Question 7: Is it mandatory that the contractor perform all daily activities during the hours of 12:00 p.m. and 6: 00 p.m? Answer: Yes. Question 8: Will the Contractor be given keys to access the building during "off hours"? Answer: No. A Government representative will be on-site whenever the Contractor is on-site. Question 9: On page 1 of 17, Section C. Point 2 definitions, paragraph number (2), we need you to clarify the routine services for the contractor Monday through Friday 12:00 p.m. to 6:00 P.M. Three workdays at AFRS and two workdays at NCCCWA. On page 11 of 17, Section C.14, paragraph number (5): The Contractor shall thoroughly clean and maintain restrooms at AFRS and NCCCWA at least once each day plus they are to be reviewed between 3:00 p.m. and 4:00 p.m. Are we to perform the task of general cleaning three days per week at AFRS and two days per week at NCCCWA and five days per week to clean all restrooms at both sites. Answer: The Contractor shall be responsible for work at both facilities, Monday through Friday, 12:00 p.m. to 6:00 p.m. The Contractor shall perform three workdays at the AFRS facility and two workdays at the NCCCWA facility. The Contractor shall determine the schedule and which days of the week to work at each facility to accomplish the solicitation requirements in accordance with the Performance Requirement Statement and standard commercial practices. Restrooms shall be cleaned during the facility's work schedule and in accordance with the solicitation requirements and the Performance Requirement Statement. 3) THE HOUR AND DATE SPECIFIED FOR RECEIPT OF OFFERS HAS BEEN CHANGED TO 2:00 P.M. (LOCAL TIME) ON SEPTEMBER 18, 2001. AMENDMENT NO. 03 EXTENDED THE HOUR AND DATE SPECIFIED FOR RECEIPT OF OFFERS TO 2:00 P.M. (LOCAL TIME) ON SEPTEMBER 28, 2001. CONTRACTOR'S ARE REQUIRED TO SUBMIT A SIGNED COPY OF ALL AMENDMENTS ISSUED FOR THIS SOLICITATION. The USDA, Agricultural Research Service, Appalachian Fruit Research Station (AFRS) in Kearneysville, West Virginia requires basic Janitorial Services for laboratory and administrative office cleaning, rest room cleaning and stocking, and trash removal. The period of performance for this performance based service contract will be from October 1, 2001 through September 30, 2002 (base period), and four (4) renewable 1-year options. The location has an approximate total of 18,520 square feet of tiled laboratory space, 11,360 square feet of carpeted office space and seven (7) restrooms. Work hours will be from 12:00 p.m. to 6:00 p.m. daily, excluding weekends and Federal holidays. This is a total small business set-aside. The NAICS is 56172 with a small business size of 12 million. Specifications are contained in Solicitation No. 20-3615-01 which will be available on or about August 9, 2001.
