Description

The Defense Information Systems Agency (DISA) intends to award a sole source contract to Caliper Corporation, 4819 Cumberland Ave., Chevy Chase, MD 20815 for technical assistance services to update the Educational Institutions Partnership Program (EIPP) Mapping Tool Software. The EIPP Mapping Tool was developed as a proof-of-concept prototype in a desktop (single user) environment. Technical assistance is needed to execute all phases of the software development (i.e., analysis, design, coding, testing, implementation, and documentation). Technical Support is also required to migrate the Tool to a multi-user environment and provide technical training to the EIPP staff and external users. The EIPP Mapping Tool was created with Maptitude, which is a commercial-off-the-shelf (COTS) software product used to develop geographic information systems. The Caliper Corporation is the developer of Maptitude and they are the only source for the software development and technical expertise to update and migrate the desktop EIPP Mapping Tool prototype to a fully functioning server-based application available to multiple users. This synopsis is a notice of intent to issue an award under other than full and open competition and should not be considered a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1 and 10 USC 2302 (c) (1) and is solely at the discretion of the Government.
