- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as an Request for Proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular(FAC)97-27. This is a small business set-aside. The associated NAICS code is 611710. Offerors shall prepare a performanced based work statement with appropriate performance standards for each deliverable in response to this solicitation for the following objectives: The goal of the Healthcare Leadership Institute (HCLI) Training is to provide for the development of leaders who will lead others in collective discovery and learning necessary to achieve the highest levels of individual, team and organizational performance. The focus shall be on intrapersonal insight and the core competency of personal mastery, assessment, feedback, and an overview of High Performance Development Model (HPDM). Task 1: Prior to the scheduled HCLI, the Contractor shall review the previous HCLI evaluation data. Part of the review of last year's evaluation will be ways to improve the design of the current HCLI. The Contractor shall design and prepare material for this HLI from recommendations provided by the planning committee. The Contractor shall also provide an assessment of the instruments provided by the Government. The Contractor shall score instruments and prepare data summaries prior to the HCLI. Task 2: The Contractor shall observe and interact with each individual in the group of leaders. The Contractor shall also observe participants in small group exercises designed to reveal leadership and interpersonal styles. Observation and feedback should take at least two and half days. The Contractor shall then provide a group feedback on its assessment, and later provide feedback to individuals. The individual feedback shall be confidential. The group feedback shall be presented to the program staff about current issues and area of concern among participants The Department of Veterans Affairs will provide The Leadership Practice Inventory, the Myers-Briggs Type Indicator, and EQ Maps; participant materials for Leaderless Group activities which psychologists will observe; Psychologist schedules and returned assessment materials; and additional data or information requested by the psychologist team that is available from VA that will be required to complete the deliverables of the contract. Deliverables: Task 1- Evaluations from prior year Institute, scoring of instruments, and data summaries for each assessment. Task 2 Observations and feedback sessions, to include two copies of a final report to be provided to the Contracting Officer's Technical Representative (COTR). Delivery Schedule October 15, 2001: Review of previous year's evaluation data; November 30, 2001: Planning call with planning committee and begin design and material preparation; January 3, 2002: Handout supportive materials for participants' binder due to COTR; January 3, 2002: Scoring and review of personal assessment instruments and observer assessments of the 360-degree assessment; January 3, 2002; preparation of feedback reports for assessment instruments; January 15, 2002: Finalize audio-visual support materials for presentations, and be on site the first week of the HCLI to perform the following duties: First day of HCLI week 1 (Monday of the week of January 20, 2002): Introduction of Contractor to group detailing purpose and experience, introduction of Leaderless group activity and observation of activity. This is for "Group A" in the morning and "Group B" in the afternoon of this first day; Second day (Tuesday) of HCLI week 1: Observation of participants as needed and finalization of individual schedules with HCLI program staff/ Presentation of assessment overview to Group A;Third day of HCLI week 1 (Wednesday): Presentation of assessment overview to Group B/ Individual sessions with all Group A participants; Fourth day of HCLI week 1 (Thursday.): Individual sessions with all Group B participants/ Summary meeting with HCLI program staff; Late February 2002: Review of evaluation material and make program changes. FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Technical capability to perform and past performance are more important than price. The evaluation of the technical capability to perform will prefer offerors who provide licensed psychologists to provide the training with experience in stress management, leadership development, executive coaching, emotional intelligence and adult life transitions. Preference also includes offerors which use the Leadership Practices Inventory, The Myers-Briggs Type Inventory, and the EQ Map assessments, as well as experience and skill in observing and documenting behavior in both structured and unstructured groupsand be able to apply that to leadership roles. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
