Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). STATEMENT OF WORK 1.0 Introduction and Background The Organization Development & Training Office (OD&TO) at the National Aeronautics and Space Administration's (NASA) John H. Glenn Research Center in Cleveland, Ohio is requesting a vendor to conduct training courses for employees of several NASA field centers who serve as Contracting Officer's Technical Representatives (COTRs) and Alternate Contracting Officer's Technical Representatives (ACOTRs). In addition to NASA Glenn Research Center, the other centers include: NASA Langley Research Center in Hampton, Virginia; NASA Ames Research Center at Moffett Field, California; NASA Goddard, Greenbelt, Maryland; and the NASA Stennis Space Center located at Stennis Space Center, Mississippi. All NASA Centers have been mandated to provide COTR certification training within 6 months of their receipt of letter of delegation. At NASA, COTRs are individuals responsible for assisting Contracting Officers in the management and monitoring of contracts in their assigned areas. COTR responsibilities include the monitoring of contractor expenditures and performance; monitoring of contractor progress and work assignments to insure effective utilization of personnel and resources; review of contractor use of Government property; inspection of Government-provided property to insure that it is maintained in proper working condition; and review of contractor's performance data. NASA's mission is to advance and communicate scientific knowledge and understanding of the Earth, the solar system, and the universe; to advance human exploration, use and development of space; and to research, develop, verify, and transfer advanced aeronautics and space technologies. The end product is knowledge, usually in a report, that is made fully available to potential users-academia, the aircraft engine industry, the energy industry, the automotive industry, the space industry, and other NASA centers. The approximate number of courses for each center is provided in the attached 1449 Solicitation. 2.2 Provide Annual COTR Refresher Training The Vendor shall provide qualified personnel to offer curriculum with accompanying course materials and conduct live Annual COTR Certification Refresher Classes, each 4 hours in length. The COTR Refresher Course may be videotaped by NASA to be available for in-house use for those unable to attend the live training. The approximate number of courses for each center is provided in the attached 1449 Solicitation. 2.3 Facility Requirements Each NASA center will provide on site or near site facilities for the training. The exact location of facilities will be provide on Form 347 when ordering the course. 3.0 Course Objectives 3.1 To strengthen requirements for professionalism among COTRs, the Office of Federal Procurement Policy mandated training and certification requirements to be met prior to initial or continued appointment of COTRs. At NASA, this requirement is implemented by NASA Supplement to the Federal Acquisition Regulation, NFS 1842.270(f). The COTR Certification Training Course must cover all NASA Mandatory topics covered in NFS 1842.270(f). Vendor shall modify course as necessary for changes in regulations. Vendor shall, at a minimum provide attendees with an understanding of: a. Contracting authority b. Procurement integrity c. Performance Based Contracting d. Contract modifications e. Surveillance plans f. Contracting for inherently governmental functions, personal services, and NASA policy on the acquisition of services g. Service Contracts Act h. Anti-Deficiency Act i. Contract financial management j. Changes clause k. Disputes clause l. Inspection clause m. Government property policies and procedures n. Limitation of funds and limitation of cost clauses o. COTRs responsibilities when contracts end p. Risk Based Acquisition Management (RBAM) q. Performance based contracting r. Personal Services s. Undefinitized Contract Actions (UCA) 3.2 The annual COTR Refresher Class shall provide attendees with an update on minimum requirements for the successful performance of COTR duties as well as updates on FAR and NFS regulations. In addition, Vendor will include any significant changes to NASA's procurement policy or other procurement-related issues which impact NASA COTRs, as well as procurement topics, which surfaced in the annual survey (assessment) as requiring additional training. (See 4.3). 4.0 Tasks 4.1 COTR Certification Training The Vendor shall provide courses for up to 30 participants in each class, in accordance with paragraph 2.1. 4.2 COTR Refresher Training The Vendor shall provide courses for up to 100 participants in each class, in accordance with paragraph 2.2. 4.3 Annual Planning Meeting The Vendor shall meet in person or by teleconference with each respective Center's Training and Procurement representatives to discuss contents of the upcoming courses. 4.4 Course Evaluations The Vendor shall obtain evaluations from all students completing training to access the effectiveness of the course and the services of the Vendor. 5.0 Deliverables and Milestones 5.1 For both courses, provide OD&TO with a copy of course syllabus and class handouts at least 30 days in advance of course delivery. 5.2 For both courses, provide OD&TO with a summary of course evaluations, required by paragraph 4.4 no later than 30 days after delivery of the course. 5.3 For COTR Certification Course, provide class participants with a certificate of completion. 5.4 For the COTR Refresher Training, provide each Center's Training Office with a master copy of the class handouts no later than 30 days after delivery of course. The master copy will be duplicated in-house and used for those unable to attend the live training. The provisions and clauses in the RFQ are those in effect through FAC 97-27. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 61171 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Classes are estimated to begin January 2002. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 1:00 PM 10/26/01 and may be mailed or faxed to NASA Glenn Research Center, Attn: Tom Spicer, 21000 Brookpark Road, Cleveland, Ohio, 44135 and include, solicitation number, discount/payment terms, taxpayer identification number (TIN), CAGE Code (CCR registration number) and be signed by an authorized company representative. Quoters must complete the attached 1449, Solicitation/Contract/Order, and return with quote. Quoters can find applicaible FAR, and NFS clauses in the attached Solicitation. Questions regarding this acquisition must be submitted in writing or via email to Thomas.A.Spicer@grc.nasa.gov no later than 1:00 PM 10/5/01. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be based upon overall best value to the Government, with consideration given to the factors of (i) technical, (ii) price, and (iii) past performance. "Best value" means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
