Description
The Government proposes to acquire a construction requirement under Solicitation DACW37-00-R-0017, to sandblast and paint dam gates at L/D 4 in Alma Wisconsin with options for similar work at L/Ds 5, 5A, 6 and 10 that may be exercised over the subsequent seven years. The proposed contract will be a firm fixed price contract to be awarded utilizing negotiated, competitive source selection procedures. All proposals received will be evaluated on the basis of Technical Merit and Price. Overall technical merit is approximately equal in importance to price. The technical merit factors are as follows: 1-Experience, 2-Past Performance, and 3-Management Plan. All technical factors are of approximately equal except that Experience is slightly more important than either Past Performance or Management Plan. The estimated price range including is more than $10 million. THE PROCUREMENT IS UNRESTRICTED UNDER THE SMALL BUSINESS COMPETITIVE DEMONSTRATION PROGRAM (Public Law 100-656). North American Identifier Classification System (NAICS) for this acquisition is 234990 and the small business size standard is $27.5 million. NOTICE TO LARGE BUSINESS: The U.S. Army Corps of Engineers, St. Paul District, is committed to participation of Small Business, Small Disadvantaged Business and Women-Owned Small Business in the performance of work under this solicitation and resultant contract. If you are a large business and the apparent low offeror with a proposal exceeding $1,000,000, submission of a Subcontracting Plan in accordance with above clauses will be required. The Contracting Officer will review the plan using the following goals to assure that it represents your best efforts to maximize subcontracting opportunities. Award will not be made until the Contracting Officer approves the Subcontracting Plan. The following subcontracting goals are informational only and not legally binding but are considered reasonable and achievable during the resultant contract from this solicitation. The goals expressed in percent of total planned subcontracting dollars are: Small Business-61.4%; Small Disadvantaged Business-9.1%; Women-Owned Small Business-5.0%; HUBZone Small Business-Maximum Percent Practicable; Veteran-owned Small Business-3.0%; Subcontract Reporting (SF 294 & SF 295)-100.0% Plans and specifications are expected to be available approximately 30 Oct 01, with offers due approximately 30 Nov 01. The solicitation is available only by CD-ROM.
