Description

Scope of work includes the design and construction of a 2600 square foot, single story, concrete slab on grade, air conditioned, generator backed, Weather Service Office building to accommodate the National Weather Service data acquisition and information processing systems. The design and construction of a 400 square foot Upper air Inflation building to facilitate balloon launching. Project includes entry roads, parking lot, fencing, landscaping, underground utilities and concrete foundations for Government furnished Arts Dome, GMS Antenna, ROHN Antenna, and various outdoor instrumentation. The complete facility shall be able to operate through the most severe typhoons. Energy efficiency, low maintenance, durability, sustainability of "green" architecture and functionality are among the considerations. BUDGET CEILING FOR THIS PROJECT IS $1,400,000. The contract performance period is 390 calendar days. THE NAICS CODE FOR THIS PROCUREMENT IS 23332 (SIC CODE 1542) AND THE ANNUAL SIZE STANDARD IS $27.5 MILLION. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. Price is considered approximately equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) Designer's Qualifications and Experience, (2) Past Performance/Experience, (3) Experience of Key Personnel, (4) Design/Build Management Plan and (5) Small Business Utilization.
