- The 12th Contracting Squadron at Randolph AFB intends to award a firm fixed price contract on a sole source basis in accordance with FAR Part 6.302 to National Law Enforcement Telecommunications System, Inc. (NLETS), Phoenix AZ, under the Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation Number FAOSI11910100 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The SIC Code is 7379, size standard is $18.0 and the NAICS code is 541512. The Contract is for contractor services for National Law Enforcement Telecommunications System (NLETS) to support the AFOSI mission. The AFOSI is responsible for providing special investigative and counter intelligence support services for the United Services to the United States Air Force (USAF). The Headquarters AFOSI?s Information Technology Branch (AFOSI/X001 is responsible for providing mission guidance and support to all AFOSI operational field elements. The contractor shall provide the supplies and other Contractor support services required to access and dispatch law enforcement messages over a controlled access, self authenticating network for the Headquarters Air Force Office of Special Investigations (HQ AFOSI), Andrews Air Base, MD. This message network must provide for the immediate exchange of the information in the area of criminal activities and related information with a hard copy output. AFOSI?s access to the law enforcement message network will be through a centralized network at HQ AFOSI. This network is required 24 hours per day, 7 days per week. In addition, this services must provide for the exchange of criminal justice and related information from each of the 50 states, District of Columbia, Puerto Rico, and various law enforcement agencies. The network OFOSI with the ability to receive, store, and forward hard copies of message traffic to and from all user agencies. AFOSI specifically requires access to Criminal History Checks, Vehicle Registration Information, Air Force Member Check, and National Crime Information Center (NCIC) Check. This system will have the capability to access NCIC and will send NLETS traffic through the NCIC interface. The system will web browser access for generating queries. This has been offered in two configurations. The first configuration is a single system, which includes the OpenFox connection manager, and the CyberLINXX server. The second configuration is a dual system, which allows for the OpenFox connection manager to backed up on a second physical system. The dual configuration systems both will access to a shared primary and shadow hard drive. The purpose of the dual configuration is to allow for the ability to switch systems in the event of the catastrophic failure on the running live system. The period of performance is 01 Oct 01 ? 30 Sep 02. Award is anticipated on 01 Oct 01 contingent upon the availability of funds. The following clauses and provisions can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil FAR, 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. 52.212-2 Evaluation Commercial Items. 52.212-4 Contract Terms and Conditions-Commercial Items. Paragraph ( c ) of this clause is tailored as follows: ( c ) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of : (1) Administrative changes such as changes in the paying office, appropriation data, etc. (2) No cost amended shipping instructions (ASI) if?(A) The ASI modifies a unilateral purchase order, and (B) The contractor agrees verbally or in writing, (3) Any change made before work begins if?(A) The change is within scope of the original order, (B) The contractor agrees; ( C ) The modification references the contractor?s verbal or written agreement. 52.212-5, Contract Terms and Conditions ? Interested parties capable of providing the above must submit written price notice to include discount terms, site locations, past performance information, and firm evidence of their ability to perform. All responses will be fully considered, but must be submitted on the NLETS support to the AFOSI mission, ?or equals? will not be accepted. Offeror must provide cage code and ensure that they are registered in the Central Contractor registration (CCR). Award will be made using simplified Acquisition Procedures, therefore, the evaluation procedures at FAR 13.106-2 will be used. All responsible sources may submit an offer, which, if timely received, will be considered by this agency. Offerors are due at 12 Contracting Squadron not later then 430PM, Central Time, 25 Sep 01 and should reference the solicitation listed above. Offerors must include with their proposal a completed copy of the provision 52.212-3, Offerors Representations and Certifications-Commercial Items.
