Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, Subpart 13.106 and Subpart 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. North American Industrial Classification System (NAICS) code for this procurement is 541511 with a small business size standard of $18 million. This is a 100% set-aside for small business. Vendor shall provide the following items and quantities for delivery within 30 days of the purchase Order award Of the following Brand Name items (FAR 6.303 and 6.304): Item 1, Legal Access Ware (LAW), Premium Suite, 17ea; Item 2. Maintenance support for item 1, 17ea; Item 3. Legal Access Ware (LAW), Gold Suite, 4 ea; Item 4, Maintenance support for item 3, 4ea: Item 5, Legal Access Ware (LAW) CD Publishing Module, 1ea; Item 6, Maintenance Support for item 5, 1ea; Item 7 Shipping/Handling for all items, 1 Lot. Solicitation provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, is hereby incorporated by reference. The Government will award a firm fixed price contract, using simplified acquisition procedures, FAR Part 13, resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation represents the best value to the Government, price and other factors considered (past performance and technical ability and vendor's minimum quality standards). Period of performance is from the date of award for a base year with options for four additional option years. FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, must be completed and included with any and all offers submitted in response to this solicitation. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, 52.217-5 Evaluation of Options, 52.217-9 Option to Extend the Term of the Contract are hereby incorporated by reference. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items is hereby incorporated by reference. The following FAR clauses apply to this solicitation and any resultant contract: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for workers with Disabilities; 52.222-37, Employment Reports for Disabled Veterans and Veterans of the Vietnam Era; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. Companies wishing to respond to this solicitation should provide this office with the following: a price quote submitted on your company letterhead or your standard company quotation forms, for the requested items showing solicitation number, unit price and extended price, past performance data to include a minimum of five contacts and telephone numbers; a completed FAR 52.212-3, Also, the contractor's certification of compliance with Section 508 of the Rehabilitation Act of 1973, 1998 Amendments or explanation of noncompliance must accompany quote. Offers must be signed by a responsible company representative. Each offeror shall also include their Dun & Bradstreet (DUNS) Number.
