PRESOLICITATION NOTICE RFI 786-25-02 The Department of Veterans Affairs, National Cemetery Administration is seeking an Architecture or Landscape Architecture firm to prepare schematic design and development documents for a new sun cover for the existing amphitheater at the Riverside National Cemetery, Riverside, CA area. Prime contractor should have licensed/registered architects as members of the firm or team, with experience in the design of similar projects. Scope: Prepare design concept proposals, construct a study model, and complete design documents for a sun shelter for an existing amphitheater/assembly area, the disciplines and a firm estimate of construction cost. The contract will include a government option for contract document preparation and construction period services. Applicants must have an established working office within a 100-mile radius of the site of sufficient size and experience to accomplish the work and be licensed in the State of California. No firm will be considered unless an application consisting of a completed SF 255 and other evidence of experience and capabilities the applicant considers relevant is received by the VA Contracting Officer (402D3), Diane Campbell, by close of business, October 26, 2001. A current SF 254, representing and differentiating between the personnel experience and capabilities of all involved offices must be included with the application together with current SF 254's for each proposed consultant's office involved. Applicants will be rated based on the relevant experience of both the firm(s) and assigned individuals, the applicant's capacity to do the work, record of past performance on VA and other Federal work, design of projects of similar scale and scope, geographic consideration and participation of minority and woman-owned consultants. Award of contract is dependent upon the availability of funds. This is not a request for proposal. If subcontracting opportunities exist and the submitting firm is not a small business, the submitting firm should submit a subcontracting plan. This is a request for information (RFI 786-25-02) that is not set aside for small businesses in accordance with FAR 19.01 Small Business Competitiveness Demonstration Program. NAICS is 541310. Size Standard is $4.0 Million.
