Description

NASA/KSC plans to issue a Request for Quotation (RFQ) for an upgrade of Expert Choice 2000 Small Group software to Team Expert Choice 2000 25-user software package. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from Expert Choice because they are the only known vendor who can upgrade the existing Analytical Hierarchy Process models defined for the program with the number of client licenses. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Eastern time on Friday, September 28, 2001. Interested firms other than the sole source cited shall submit in writing to the identified point of contact, their qualifications/capabilities and quotes, providing a description in sufficient detail to show that the product offered meets the Government's requirement. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis, which is solely within the discretion of the Government. Responses received after 4:30 p.m. Eastern time on Friday, September 28, 2001 or without the required information will be considered nonresponsive to the synopsis/solicitation and will not be considered. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
