Description

The Federal Bureau of Prisons intends to award a Non-Personal services contract for a Phlebotomist. Duties are to be performed at the Federal Correctional Institution, Ray Brook, New York. Due to the nature of this contract, all individuals working within the confines of the institution will be required to submit to security clearances. This will be a competitive procurement with award being made to the responsible contractor whose quote, conforming to the solicitation, will be most advantageous to the Government, based on overall best value. Best value will be determined by evaluating each offer for one or more of the following: price, past performance, quality, comparison with other offers, and administrative cost. No formal evaluation factors or numeric scoring will be used in the evaluation of offers. Services will be required during the normal work week, with a maximum of 30 sessions per week (1 session =3D 1 hour). Contract performance will consist of a base period from date of award through September 30, 2002 and three -- one year option periods. It is anticipated that this solicitation will result in a Firm-Fixed Requirements type contract. Solicitations will be available O/A 9/26/01 and will be distributed through the General Services Administration's Federal Business Opportunities web site "www.fedbizopps.gov". Hard copies of the solicitation document will not be available except in extreme circumstances and only if issuance in this manner is determined to be in the Government's best interest. All future information about this acquisition, including amendments, will be distributed through this site.
