- Description
- 1. The U.S. Army, Fort Carson, Colorado intends to negotiate a sole source contract with Lancer Aviation, Colorado Springs, Colorado for commercial use of aircraft to support Airborne Training subject to the availability of funds. This is sole source procurement under the Simplified Acquisition Procedures, and Other Than Full and Open Competition (FAR 6.320-1). This notice is not a request for competitive quotes, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within seven days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed below. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with Lancer Aviation. Responses are due COB 29 September 2001, 2:00 p.m. (MST). Responses shall be submitted via e-mail to the following address: Margaret.wright@carson.army.mil. Faxed responses will be accepted at (719) 526-5333. 2. This contract is for non-personal services to provide aircraft and pilot in support of U.S. SOCOM training. Period of agreement will be for five years as authorized by the Contracting Officer or her authorized representative. The successful offeror shall comply with all requirements as listed in the U.S. SOCOM and USASOC contract aviation and non-military aviation handbook. Rigging of aircraft will be IAW FAA Form 337 and DER approved specifications. All paradrop operations will be IAW FM 57-220, FM 31-19; U.S. Army TEXCOM tested procedures, and applicable DoD and local directives. Must be static line and military free fall parachute drop capable, IAW AMC and USASOC regulations. Aircraft must be inspected by AMC and USASOC IAW AMC and USASOC regulations. Aircraft and pilots must operate IAW Fort Carson Regulation FC 95-1. Aircraft must be capable of communications on VHF 138.15. Aircraft must be capable of carrying ten personnel with jump equipment excluding the pilot. 3. The proposed contract is set-aside 100% for small business concerns. For this acquisition, the Small Business Size Standard is $5.0 and the NAICS Code is 488999. 4. Award shall be made only to contractors who have registered with the Central Contractor Registration at www.ccr2000.com. 5. The following provisions in Federal Acquisition Regulation (FAR) apply to this acquisition to include any addenda to the provision. This solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
