- Description
- Headquarters Marine Corps (Safety Division) intends to implement FMA throughout the Marine Corps to facilitate the consistency in the way facilities are inspected for safety and the data are tracked and reported. Purchase of FMA software, hardware, and technical support is necessary for compatible data integration at the Headquarters level. The software must be fully ready for use to begin on 1 October 2001 (FY 02). The FMA software offers unique capabilities and was developed to comply with all hazard abatement notification, tracking, record keeping, inspection, analysis, and reporting requirements of the Marine Corps Occupational Safety and Health instruction, MCOP 5100.8F, including generating the Navy and Marine Corps-specific deficiency notice (Form 5100/12) and the Abatement Log and a 5100/12 deficiency cover letter which provides the ability to group deficiencies by loc ation and facility manager. FMA also schedules inspections, tracks visits to specific locations, and provides an overall assessment of risk in these locations whether or not findings are observed. The field inspection software module is software that can be deployed on a variety of portable computers (e.g. pen, notebook, laptop, wearable, etc.), FMA software can group the type-specific deficiency notices by location and facility manager. FMA supports central functions outlined in the USMC Safety Mission and Functions Statement, including: review requests for OSH Deficiency Funding and recommends the allocation of OSH Deficiency; funds to field Commands and monitors the execution of funding; prioritize the funding of Hazard Abatement Projects for the Facilities Division, Installations and Logistics; coordinate with installation commanders and HQMC staff agencies regarding t he conduct of Occupational Safety and Health Administration (OSHA) inspections aboard Marine Corps installations and analyze reported OSHA program deficiencies and violations and develops recommendations and programs to counter negative trends; develop standardized safety checklists for use by safety personnel in conducting inspections of Child Development Centers; coordinate and execute a 3-year cycle of evaluations of Major Subordinate Commands' Ground Safety Programs and coordinate the evaluations of independent commands' Ground Safety Programs with IGMC; develop and recommend standards, guidelines, and criteria for field level safety and health training programs for publication in MCO 5100.8; supports and exceeds all hazard abatement notification, tracking, and record keeping requirements specified in the Marine Corps Occupational Safety and Health instruction, MCOP 5100.8F (including: scheduling focused inspections of areas, consistently documenting the risk potential of these locations, consistently documenting deficiencies and provide recommendations for risk reduction, provides a library of over 7,000 standard findings related to 29 CFR 1910 and 1926 with USMC-specific findings for MCO P11262.21001.9 (Inspection, Testing and Cert.of Load Lifting Equipment) and MCO P5100.8F Personal Protective Equipment ( Chapter 13)). The FMA library provides the ability to add and formalize standardized inspection or deficiency findings so that they can be re-used, which provides consistency in description and saves time because it is not required to look up citations. FMA allows the following: generating USMC-specific notifications; establishing a collaborative relationship among safety, facility managers, and management; tracking deficiencies throughou t their lifecycle; providing cost estimates and cost tracking for abating hazards; prioritizing findings due for abatement on various metrics; maintaining a live abatement log; providing a variety of decision support analyses; documenting that hazards have been abated; focusing efforts on high risk areas; providing management reports and trend analyses for status briefings; and generating USMC-tailored reports. FMA provides the ability to store one or more digital photos of an inspection finding to facilitate hazard abatement follow-up. Nearly any inspection or audit criteria can be easily added by authorized users including ISO 14001/9000, aviation, security, environmental, hospitals, etc.
