- SUBJECT: Space Warfare Center FY03 Call for Concepts 1. The Space Warfare Center (SWC) solicits your ideas for FY03 SWC Call for Concepts. Our focus is providing enhanced operational capability to the warfighter through the application of leading edge technology and innovative concepts. Please submit papers outlining concepts and proposed initiatives that exploit space systems to support near-term tactical warfighter needs. 2. Prepare your Initiative Concept Paper(s) (ICP) to address one or more warfighter deficiency areas as identified on the following SIPRNET web site: http://www.swc.spacecom.smil.mil and click on the ?Organization? button, then the SWC/XR (Programs, Plans and Requirements) patch. From the SWC/XR Home Page, click on the Call for Concepts button. The Call for Concepts letter has hot links to its attachments and the FY03 Requirements Document. 3. The ICP format and assessment criteria are provided in Attachment 3 of the Call for Concepts letter. Please address all criteria adequately in your idea paper. Only papers that address all criteria and are submitted in the proper format will be considered. ICPs must not exceed 8 pages plus a notional architecture. The initial evaluation of all idea papers will be based on their potential to solve a warfighter requirement using a space solution. Please provide HQ SWC/XR with a hard and soft copy in MS Word for Windows, Arial 12-point font, for each idea paper in accordance with table in paragraph 4. Feel free to pass this package on to other government organizations, U.S. contractors and U.S. academic institutions with appropriate clearances. 4. If your concept paper contains proprietary material, call John Ottino at DSN 560-9973 or (719) 567-9973 before sending to ensure proper protection and control. If you submit your paper via courier service, be sure to send it early enough to arrive before the deadline. If you intend to submit a concept paper at the Program level, you must also submit a version at the SI/TK level or lower. If your concept paper involves SAP/SAR information, alternate methods for delivery will be required. Contact Mr. Ottino for instructions. Originators whose concept papers pass initial screening will be asked to respond to questions and invited to brief in greater detail at a conference in Colorado Springs, CO in the January 2002 timeframe. The purpose of this conference is to obtain SWC and Mission Partner concurrence on projects to execute in FY03. Do not submit a concept paper unless you can brief it at the January conference. Expenses are the responsibility of the submitting agency. NOTE: We will provide a specific date and details for this conference as soon as a firm date is established. 6. Concepts accepted for FY03 execution will be contracted through the SWC?s acquisition agent, the Space Applications Program Office. The preferred method of execution for new contracts is through an existing SWC or Space and Missile Systems Center (SMC) contract vehicle.
