- This is a combined synopsis/solicitation for lodging and food services for Naval Reservists during drills (normally the first full weekend and third weekend of the month), prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. N00140-01-R-4628 is a Request for Proposals; this solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This procurement is unrestricted; the NAIC is 72110 and the standard is $5,000,000. Offerors are to be submit their proposed prices in the below charts. An Indefinite Delivery Requirements type contract will be issued as a result of this solicitation. Proposals should also include a signed and completed FAR 52.212-3. All rooms shall have daily maid and linen-change services, and comply with all state health and fire regulations. All rooms must be located in a single facility that is within five (5) miles of the Naval Reserve Center at 1089 East 9th Street in Cleveland, OH. Dead-bolts should be on all exterior doors, rooms should not be located on the first floor, and the facility should have an adjacent lighted parking area. The restaurant where the meals described below will be served is to be within the confines of the hotel that contains the double occupancy rooms. Breakfast Meals shall be served at the same location as the rooms during the hours of 0600 to 0700 hours. Breakfast shall include eggs (2 each per person) prepared in various styles (scrambled, over-easy), breakfast meat (3 oz.), potatoes (4 oz), toast (2 pieces), butter (2 portions), fruit or fruit juice (6 oz), assorted dry cereals, milk, coffee, tea and condiments. Price per breakfast meal may not exceed $5.00. Dinner Meals shall be served at the same location as the rooms during the hours of 1800 to 2000 hours. Dinner shall include USDA good or better quality meat (at least 3 oz after cooking), starches (potatoes, rice) fresh vegetables (at least 4 oz), assorted breads, salads (mixed green vegetables, tomatoes, cucumbers) with assorted dressings, desserts (pastries, cakes, pudding, jello), milk, coffee, tea, iced tea and soft drinks. Price per dinner meal may not exceed $10.00. Room assignments will be according to rank (Officers separate Chief Petty Officers (CPOs) and CPOs separate from enlisted), and males shall be separate from females, however a husband and wife who are members of the Navy Reserve and are drilling at the same time may share a room. Room assignments will not be based on non-smoking preferences; non-smokers have the option of designating the room as non-smoking. A Meal Signature Record will be provided for each person obtaining a meal to sign. A yearly drill schedule will be provided to the contractor prior to start of the contract or exercise of the any options; in addition, lodging may be required on other dates for personnel who cannot make their normally scheduled drill weekend. The following drill dates apply under the basic contract: for 2001: Oct 13-14, Nov 17-18 and Dec 8-9, and for 2002: Jan 26-27, Feb 23-24, Mar 16-17, Apr 20-21, May 18-19, Jun 15-16, Jul 20-21, Aug 17-18 and Sept 21-22. A list of personnel requiring lodging will be provided to the contractor the at least two days before lodging is required, i.e.Wednesday prior to the drill weekend. Payment for all lodging and meals will be by Government Credit Card. Charges for tips, room service, telephone calls and beverages other than those specified above to be served as part of the meals, are not covered by this contract and are the responsibility of the individual ordering and obtaining the services. Award under this solicitation, will be made to the lowest-priced, responsible offeror, whose offer including options, is determined most advantageous to the Government.
