Description

Furnish exclusive use flight services fully contractor provided and maintained operated by a government provided pilot consisting of one Vulcanair (Partenavia) P68 Observer or equal in support of the U.S. Fish and Wildlife Service in Cabo Rojo, Puerto Rico. The contractor must maintain the aircraft per 14 CFR Part 91 and in accordance with the factory approved maintenance program. The term of any contract will be one year with options for two additional years. This solicitation is being issued in conjunction with a cost comparison study in accordance with the Office of Management and Budget Circular A-76. The purpose of this study is to determine the feasibility and cost effectiveness of purchasing an aircraft versus issuing an exclusive-use contract for a contractor owned , contractor maintained, government operated aircraft. Consequently, Solicitation No. 8002-04a for the purchase of an aircraft is being issued concurrent with this solicitation. The Government intends to award only one contract as a result of these solicitations. See numbered Note 1.
