Description
The Safety of Dams Office of the Pacific Northwest Region, Bureau of Reclamation (BOR) has a requirement to perform a safety of dams repair on Keechelus Dam located 10 miles northwest of Easton, Washington in Kittitas County. The purpose of the work is to extend the life of the existing structure so Keechelus Dam can continue to operate safely, for the project purposes of irrigation, recreation, and flood control. The proposed repair work includes approximately 1 million cubic yards of excavation and embankment placement. The major excavation items include the downstream portion of the existing dam and a trench for the placement of a downstream drain. Placement items include impervious core material, downstream shell material, two filter materials composed of sand and gravel, drain material composed of gravel, riprap and bedding, downstream slope protection, and cement treated earthfill. Excavation will require removal of water from foundations by sumps and drilled wells. The specification will also require clearing and grubbing of 65 acres of trees, construction of a 45,000 square foot soil-bentonite cutoff wall, removal and replacement of a portion of the concrete outlet works conduit, abandonment or retrofit of existing instrumentation, furnishing and installing approximately 10,000 feet of 12 and 18-inch HDPE drainage pipe, constructing 11 precast concrete inspection wells including electric service and ventilation, and furnishing and installing flumes and vibrating wire instruments. Additionally, the specification will require the removal and replacement of two bridges, the construction of a new bridge, and the demolition and replacement of an existing 1,800 square foot warehouse building. We anticipate issuing a Request for Proposals (RFP) in October, 2001, and offers will be due 45 to 60 days after the RFP is issued. Offerors will be evaluated on their proposed equipment, design, successful past performance of similar requirements, price, and other factors. Site Visit: Prosective Offerors will have an opportunity to visit the site guided by Government personnel on October 23, 2001. The purpose of this visit is to provide interested parties an opportunity to view conditions at the site at low water elevations and prior to the arrival of the seasonal snowfall. Interested parties shall assemble at the conference/meeting room facilities at the Summit Inn, Snowqualmie Pass, Washington, at 10:00 AM, October 23, 2001, for a presentation of a synopsis of the work to be performed. Following the presentation a guided site visit will be conducted at the site of work, located approximately 8 miles from the Summit Inn. Prospective offerors desiring to visit the site of work (as described herein) must communicate such intent with the Resident Engineer, Resident Engineer, Bureau of Reclamation, PO Box 2967, 3701 River Road, Yakima, WA 98907, telephone number 509/575-5946. Prospective offerors are strongly urged to participate in these opportunities to visit the site. For this acquisition the small business size standard is $27.5 million and the NAICS code is 234990. The RFP will be issued and mailed out on a CD-ROM, (files in Adobe Acrobat .pdf format). One copy will be mailed free of charge to each party on the offerors list. Notice to Potential Offerors -- The announcement of this acquisition is made in anticipation of receipt of all necessary clearances and approvals required by the Endangered Species Act of 1973, as amended. As of this date of announcement of this acquisition, the Record of Decision required by the Act has not been made, nor have the pre-decisional consultations with the U.S. Fish & Wildlife Service and the National Marine Fisheries been completed, as required by Section 7 of the Act. Potential offerors are advised that until such time as these actions are completed, solicitation documents will not be issued. Should the requirements of Public Law necessitate the delay of issuance of this solicitation, a subsequent announcement as to its availability will be made. No numbered notes apply.
