- ARMORED COMMERCIAL VEHICLES MARKET SURVEY and DRAFT Statement of Work TACOM invites your comments on the DRAFT Statement of Work (SOW) and your responses to the market survey questionnaire which are posted on web site http://contracting.tacom.army.mil/ssn/sources.htm. Our goal is to establish, through an upcoming Request for Proposals (RFP), a supplier base for Armored Commercial Vehicles. The RFP will be for a wide range of ballistic protection (e.g. AK-47, M80, M193, Armor Piercing) and a wide range of commercial vehicles (including but not limited to sedans, limousines, pick-ups, sport utility vehicles, vans, and buses). We will use your comments and responses to make the RFP as competitive as is possible within our requirements. The proposed method of acquisition is FAR Part 12, Commercial Items. Multiple source awards are planned (Firm Fixed Price, "FFP" type). This is the ideal time to suggest improvements -- before a proposal deadline has been set. We value your comments and will consider all issues raised. Please review and comment on the enclosed DRAFT SOW. It is our intent to leave the RFP on the street for only a 30-day period. Please submit your comments early or because of time constraints we may not be able to consider them. We are looking a wide range of vehicles, and a wide range of ballistic protection and production capability. Delivery Orders against resulting contracts could require expedited delivery schedules. We would like to receive your market survey responses and your written questions and comments on the DRAFT SOW by 9:00 AM October 16, 2001, but will accept them at any time before then. We request that you provide responses to all of the questions on the attached market survey. We will make every effort to keep your comments anonymous. You are allowed to mark any document or information submitted as confidential information. An early snapshot of the RFP: -- Five year Indefinite Delivery/ Indefinite Quantity Contract -- Guaranteed award of three vehicles. -- Pricing in basic award for model years 2001 and 2002. Pricing for model years 2003, 2004 and 2005 will negotiated at later date when they become available. -- Limited, Best-Value, competition, under FAR Part 12 -- Fixed Prices tied to vehicle platform(s) selected for armoring -- Multiple awards envisioned -- Early submittal of Past Performance information permissible -- Electronic Proposal Submission -- Contractor supplied base vehicles and GSA supplied vehicles. -- FOB destination, Commercial Air and U.S. Flag vessel to worldwide destinations. -- Commercial warranty on ballistic glass and armoring material and commercial vehicle. -- Vehicles will be inspection and acceptance at the armoring facility. -- Contractor will be required to produce a catalog for contract with price list. -- TACOM uses electronic communication and transmits documents electronically. US Army TACOM Acquisition Team, Armored Commercial Vehicles Market Survey Portion: The purpose of this market survey is to determine a supplier base that can meet a normal, urgent and surge (large quantity) requirements. We are looking for suppliers to provide a wide range of commercial vehicles that are armored at the different ballistic protection levels in the attached scope of work. However, we will consider suppliers that offer only a limited range of commercial vehicles or a limited range of ballistic protection levels. This market survey is being conducted so that we may better define our requirements and determine the number of competitive suppliers that can provide the required ballistic protection and meet production schedules. Before you answer the questionsaire, you will need to review our DRAFT Scope of Work. We appreciate your cooperation in answering these questions.
