Description

Bureau of Reclamation seeks sources that currently have a workover rig and experience to remove and dispose of an existing tubing pump (working barrel) and replace it with a new chrome tubing pump (working barrel) in the Havasupai well located on the Havasupai Reservation in Arizona (approx. 65 miles northeast of Nelson, AZ). This work will be required as soon as possible. The project will require (1) mobilization of a workover rig to the Havasupai Well [Bar Four Well] and set up; (2) pulling tubing and pump from the Havasupai Well; (3) re-installing tubing with the new tubing pump; and (4) demobilization of workover rig. The 7-inch [O.D.] diameter Havasupai Well is 3,110 feet deep and the top of the 3.25-inch diameter tubing pump is set at 2,915 feet. The tubing is 3.5-inch diameter and the sucker rods are 1-inch with upset joints. The top of a 5.5-inch diameter slotted steel liner is at a depth of 2,550 feet. A Lufkin C-320D-256-144 is sitting over the well on the side opposite the access road. A new chrome barrel with stainless steel balls, double valves, and insert guided cages will be required for replacement of the existing working barrel [168-inch x 3.25-inch] in the Havasupai Well [Bar Four Well]. The new barrel shall be 3.25-inch in diameter and have a stroke of 168-inches. Reclamation has already identified a source to furnish the desired new tubing pump (working barrel). In addition, for each of the four requirements above please indicate the following separately: estimated dates when could start work, estimated dates when could complete work, and estimated prices (fixed-price or reimburseable costs) for each. The Government does not intend to award a contract based solely on responses received nor does it intend to pay for any costs incurred in preparing responses to this sources sought notice. It is anticipated that an RFP will be issued as soon as interested, qualified sources and business sizes are identified.
