Description
The United States Agency for International Development's Mission in Egypt intends to issue a Request for Proposal (RFP) to solicit proposals for a thirty nine month cost plus fixed fee contract. Eligible U.S. consulting engineering firms who can qualify through experience in performing similar work for preparing engineering designs and providing construction management services (ED/CMC) are invited to participate. FAR Part 15 procurement procedures will be followed. The required services will be under the USAID/Egypt Secondary Cities program, RP 263-0236. This program is intended to provide water and wastewater treatment and disposal facilities for large metropolitan areas of Egypt including the cities of Kom Ombo, Darawo, Nasr City (Aswan Group), Luxor, Mansoura, and Nuweiba. This is a full and open competition for continuation of the on-going ED/CMC services currently provided by the US firm Camp Dresser & McKee International, Inc (CDM). The CDM contract is estimated for completion on July 31, 2002. Award of the new contract is anticipated on/about July 1, 2002. The ED/CMC will act as the "Agent" for the National Organization for Potable Water and Sanitary Drainage (NOPWASD), headquartered in Cairo, Egypt, also referred to herein as the "Employer" and also as the Engineer and Construction Management Consultant (CMC) for the expansion of water and wastewater facilities serving the above mentioned cities. The anticipated ED/CMC shall manage and oversee the successful completion of the ongoing Host Country construction contracts in Mansoura, Aswan Group, Luxor and Nuweiba. The ED/CMC shall provide design changes, and re-designs that may be required during construction due to site conditions or other requirements, complete any design that is not at 100% level, inspect and monitor all construction activities for all ongoing contracts, supervise the implementation of the contractors' QA/QC and safety programs, assist and ensure the development and the implementation of the necessary facility start-up program by the construction contractors, claims handling and Arbitration Assistance as required, prepare record drawings and review as-built drawings, provide inspection services during the defects liability period to verify acceptable completion of all remedial works, perform final inspection and issue final certificates and performance evaluation of all facilities at the end of the defects liability period, monitor the implementation of the OM&T services and handle all Secondary Cities contracts close-out. It is anticipated that the RFP will be issued before the end of October 2001. The preferred method of distribution of USAID Acquisition and Assistance (A&A) information is via the Internet.
