- Description
- NASA/MSFC plans to issue a sole-source Request for Quotation (RFQ) to Tennessee Technological University, Box 5077, Cookeville, TN 38505, for a research effort entitled "Verification of Nonlinear Fatigue Crack Growth (NASGRO) Elastic-Plastic Modules: J-Integral Computation." This procurement is for the independent verification of software modules that incorporate elastic-plastic fracture mechanics J-Integral solutions into the NASGRO fracture mechanics code, and will be conducted using Simplified Acquisition Procedures (SAP). Pursuant to FAR 13.106, competition is impractical for the following reasons: (1) Tennessee Technological University has previously performed applicable research in material plasticity and fracture mechanics and is uniquely qualified to perform an independent verification of the elastic-plactic fracture methodology framework developed for the NASGRO software; (2) These software modules are an essential part of the Agency's needs for design and analysis of structural elements in all space flight hardware and ground support equipment; (3) This experience with research of elastic-plastic fracture and space flight hardware testing has placed Tennessee Tech Univ at the forefront of understanding how the elastic-plastic methodologies for fracture analysis need to be verified in order to determine the boundaries of applicable and valid solutions; and (4) Only Tennessee Tech Univ can provide the technical expertise required to continue this work within the available time and budget constraints. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on October 22, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government (See Note 22). Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
