- Description
- The US Army Space and Missile Defense Command (USASMDC) intends to enter into a non-competitive contract to provide support to the Program Executive Office Air and Missile Defense (PEO AMD) as required for the development, integration, and support of the T heater Missile Defense System Exerciser (TMDSE) and related programs. The services required to meet the needs of the PEO-AMD include a broad range of technical and analytical activities related to the development, acquisition, modification, maintenance, a nd operation of the Department of Defense's only computer based hardware-in-the-loop (HWIL) tool accredited for interoperability assessments of the Theater Air and Missile Defense (TAMD) Family of Systems (FoS). The objectives to be pursued under this new contract include continued support to accomplish system engineering, HW/SW development, integration and test, configuration management and quality assurance, facility and network administration, verification and validation support, security, and support for delivered systems. These services and the associated technical/analytical support for BMC3 systems and weapon systems have long been under development solely by the incumbent contractor Teledyne Brown Engineering (TBE) under Contracts DASG60-92-C-0036 (initially) and DASG60-97-D-0004 (currently). From that time to the present, the incumbent has been the sole system integrator and developer of this unique, complex, and comprehensive Battle Management Command Control, and Communication (BMC3) and weapon s system simulator and interoperability assessment tool. Experience indicates that only TBE is sufficiently familiar with the Theater Missile Defense System Exerciser and related Family of Systems, and has the specific experience to accomplish the follow-o n development, integration and support without unacceptable delay to the TMDSE development program. The significant cost duplication that would be involved with a new firm is considered to be well beyond any cost savings that might be achieved through com petition. Under the authority of Federal Acquisition Regulation (FAR) 6.302-1 (a)(2)(iii), this action is directed toward Teledyne Brown Engineering. This acquisition is not open to Allied participation. All responses should be directed to SMDC-CM-CS/As trid Lahiere and must be received within fifteen (15) days after the date of the publication of this synopsis. No telephone inquiries will be accepted. Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposal s. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting o fficer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
