Description
The Bureau of Reclamation owns and operates the Columbia River Pumping Plant (CRPP), located on the Oregon side of the Columbia River, near Hermiston, Oregon, approximately 6 miles upstream of McNary Dam. Recently, during operation of the air burst screen cleaning system, air bubbles began appearing close to the shore, which appears to indicate the presence of leaks in the air supply piping. The pressurized air travels from the compressor and tank in the equipment room of the CRPP out to the screens via eight 6-inch diameter steel pipes, connected with bolted and gasketed flanges. Five of the eight air burst lines appear to be leaking. The flanges connecting the air burst lines are submerged under three to seven feet of water, which includes three to five feet of fine sedimentary sand. We'll issue a Request for Proposals (RFP) seeking creative ideas to assess the damage and eliminate the leaks in the pipes. Award will be based on the best value to the Government and evaluation criteria will include plan for accessing the work site, safety plan, experience, past performance, and price.
