- THIS PROCUREMENT IS SET-ASIDE FOR ELIGIBLE SECTION 8(A) CONTRACTORS IN THE GUAM AND HAWAII AREA. This is an Invitation For Bid (IFB), SECTION 8(A) COMPETITIVE procurement. The applicable NAICS Code is 233220. The corresponding size standard is $27.5M average annual receipts for the last three fiscal years. Magnitude of the construction project is $5,000,000 to $10,000,000. The contract performance period is 420 calendar days. Bid bond and performance and payment bonds are required. A pre-award survey will be conducted on the apparent successful contractor. The work includes selective removal work, concrete rehabilitation, reinforced concrete foundations, floor slabs, stairs, precast concrete walls, concrete unit masonry, glass masonry units, miscellaneous metal work, flashing and sheet metal work, aluminum doors, wood and steel doors, aluminum windows, gypsum board partitions, architectural finishes, building and miscellaneous specialties, base and wall cabinets, fire sprinkler and alarm system, plumbing, air conditioning, electrical work, and incidental related work. Site work includes connecting utilities, asphalt concrete pavement, sidewalks and curbs, landscaping and miscellaneous site work. The work also includes hazardous abatement work, including removal and disposal of asbestos containing materials, lead paint and PCBs. Contractors must be licensed to do business by the Government of Guam prior to commencement of business in Guam. Registration with the Department of Revenue and Taxation, License and Registration Branch is required. =20 The IFB, CD-ROM only, will be available on or about 25 October 2001 for a non-refundable charge of $67.92. Your request for purchase of the CD-ROM, if mailed, should be sent to: Defense Automated Printing Service, 1025 Quincy Avenue, Suite 200, Pearl Harbor Naval Base Building 550, Pearl Harbor, Hawaii 96860. Checks shall be made payable to: "SUPERINTENDENT OF DOCUMENTS". If using a company VISA, MasterCard, or Discover card you may fax your request to: (808) 473-2604. Be sure to include the cardholder's name, account number, and expiration date in your request along with your company name, mailing address, telephone number, facsimile number, IFB No., and project title, and whether the solicitation will be picked up at the Contracting Office or mailed and to what address. Also indicate if you are a prime contractor, subcontractor, or supplier. Mark the front of the envelope with the IFB No. Allow at least ten days for mailing from date your request is received. Companies wanting the IFB to be sent via air express service must furnish their express service airbill label with the recipient's name, telephone no., company name, address, company's account no., and type of delivery filled in. Failure to provide any of the above information as indicated may delay the processing of your delivery and is at no fault of the Government. A plan holder's list will be available after the solicitation is issued and may be obtained at: http://www.hawaii.wnbt.daps.mil/PACDIV/pacdiv.htm. Please note that the DAPS planholder's list may not be all-inclusive. ANY REQUEST FOR SOLICITATION RECEIVED WITHIN TEN (10) WORKING DAYS PRIOR TO THE CLOSING DATE WILL BE PROCESSED IN ACCORDANCE WITH THE ABOVE PROCEDURES HOWEVER, THERE IS NO GUARANTEE THAT THE RECIPIENT WILL RECEIVE THE SOLICITATION PRIOR TO THE CLOSING DATE. AMENDMENTS WILL BE POSTED ON THE WEB SITE, HOWEVER, DRAWINGS, IF ANY, WILL NOT BE POSTED ON THE WEB SITE. The IFB will not be posted on http://www.esol.navfac.mil however, issuance of amendments and notices regarding questions and answers will be posted to the esol website. THEREFORE, IT IS THE BIDDER?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY. NOTE: YOU MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTER (CCR) PRIOR TO AWARD OF A DOD CONTRACT.
